Requirements

3+ years of estimating experience supporting government contracts (DoD / federal)
Strong ability to interpret solicitations including RFP/RFQ, amendments, and compliance requirements
Experience in estimating services, products, and construction efforts
Demonstrated experience producing competitive estimates under tight deadlines
Experience building cost models in Excel including labor burden, overhead, G&A, and fee/profit structure
Experience coordinating with PMs, technical teams, subcontractors, and procurement to validate pricing
Proven capability managing multiple bids simultaneously with high attention to detail
Strong writing ability for assumptions, exclusions, clarifications, and basis-of-estimate language
Understanding of FAR basics and contract types: FFP, IDIQ, T&M (as applicable)
Strong Organizational skills and attention to detail
Must have or the ability to obtain an active Department of Defense (DOD) Secret or Top Secret clearance

Responsibilities

Lead end-to-end estimate development for assigned bids
Build estimate schedule aligned to proposal deadlines and internal review gates
Maintain an internal estimating library of reusable estimate templates, labor assemblies, and cost history
Develop/maintain an estimating checklist for government bids (forms, assumptions log, pricing structure)
Work in conjunction with estimating team to Improve and update Jaxon bidding tools and software
Provide ROM estimates / budgetary pricing quickly to support go/no-go decisions
Improve bid win-rate quality by producing competitive but defensible pricing
Assist/Lead development and management of catalog pricing and tools
Coordinate inputs from capture lead, proposal manager, technical leads, procurement, and project management
compliance with solicitation instructions, evaluation factors, and FAR requirements
Administer RFP software
Assist with the development of proposal plan and the management of resources to ensure proposal schedule, budget, content, quality and specification requirements are met
Ability to develop and maintain consistent proposal dialogue for clarifications/assumptions on proposals across Jaxon’s departments
Ability to understand different contracting methods and project types such as Stipulated Sum/Firm Fixed Price, T&M, Cost Plus Fee, Guaranteed Maximum Price, Design Bid Build, Rapid Deployment, etc.
Assess market conditions and impacts on pricing by reviewing posted cost indexes and adjust historical cost data accordingly
Provide cost savings ideas (Value Engineering/Analysis, alternative materials, scope reduction) as necessary to help the proposal team keep projects within budget
Conduct thorough debriefs with key stakeholders to capture lessons learned
Support the project management team in the transition of awarded projects to active execution by systematically organizing and cataloging cost proposals
