About The Position

Reporting to the Council of Governments (COG), serves as chief administrator of the Area Agency on Aging & Disabilities of SW Washington (AAADSW) with primary responsibilities for successful operations of AAADSW, development and implementation of its four-year Area Plan, and managing social and health services for older adults, people living with a disability, and family caregivers. Directs and participates in local, state, and federal legislative advocacy, community networking activities and other public awareness activities related to AAADSW’s mission, programs, and services. Identifies and develops strategic partnerships with vendors and community organizations to strengthen and advance the Agency’s impact and service offerings. Responsible for the strategic direction, organization and coordination of AAADSW’s service delivery to five Southwest Washington counties - Clark, Cowlitz, Klickitat, Skamania and Wahkiakum.

Requirements

  • Bachelor’s degree in a relevant field AND seven years of experience in city, county, regional, state or federal administration or planning, four years of which must have been in a highly responsible supervisory position OR Master’s degree in a relevant field AND five years of experience in city, county, regional, state or federal administration or planning, three years of which must have been in a highly responsible supervisory position.
  • Possession of a valid driver’s license and minimum state-required vehicle insurance and have use of reliable transportation.
  • Knowledge of the principles and practices of administrative management to include human resources planning, labor relations, budgeting, operations, program implementation and organizational design.
  • Knowledge of the principles and procedures of socio-economic and senior services planning.
  • Knowledge of the techniques used in the development of regional and area-wide human services plans.
  • Knowledge of legislation, regulations, and mandated policies and procedures related to AAADSW programs and activities.
  • Knowledge of various sources of funds available for AAADSW activities and projects.
  • Ability to plan, organize and direct multiple comprehensive AAADSW programs.
  • Ability to develop, administer, interpret and communicate plans, policies and data to a variety of audiences in individual, group or large group settings.
  • Ability to develop and ensure adherence to procedures relating to human resources, training, budget and organization.
  • Ability to provide leadership and management for a range of complex programs.
  • Ability to serve as a professional advisor to the COG, member agencies, committees and the public on AAADSW activities and regional planning.
  • Ability to lead, direct, manage, supervise and motivate others.
  • Ability to think conceptually about overall agency vision, goals and objectives to develop strategies for problem solving and program innovation.
  • Ability to analyze and judge situations accurately to adopt appropriate and effective courses of action.
  • Ability to foster cooperation and teamwork among a variety of community members, organizational units, elected officials, agencies and Agency staff to establish and maintain effective working relationships.
  • Ability to communicate verbally in the English language in face-to-face one-on-one settings, in group settings, by personal computer, or using a telephone.
  • Ability to produce written documents and email communication with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
  • Computer and software skills; ability to operate general office equipment; work at a desk using phone and computer for up to eight hours a day.
  • Ability to travel to and from meetings and community events, which might not be ADA accessible.
  • Ability to represent the Agency and COG in public forums in a competent and professional manner.

Responsibilities

  • Reports to and routinely meets with the Council of Governments (COG) to implement its directives, discuss administrative issues, and consider Agency’s strategy, business, programs, and staffing needs.
  • Ensure Agency’s operations and financial systems and policies comply with federal, state, and local regulations.
  • Submits Agency budgets to the COG in consultation with the Fiscal Director.
  • Ensure Agency’s programs, policies and procedures comply with appropriate professional standards and practices.
  • Ensures knowledge and awareness of federal, state, and private funding sources, as well as legislation and regulations affecting Agency programs remains up to date. Holds Agency staff to same for respective areas.
  • Ensures the equitable selection, supervision, development and discipline of Agency employees. Works in consultation with the Department Director and Human Resources Director while carrying out these duties.
  • Responsible for appropriately utilizing legal counsel for complex employment, labor relations, contractual matters, external partnerships and Agency associations related to the operation and administration of the Agency.
  • Ensures and supports the effective operation of the Advisory Council.
  • Identifies and develops new lines of business and strategic partnerships that advance the work of the Agency.
  • Assigns, directs and supervises the work of Agency Directors and conducts performance evaluations according to Agency schedule.
  • Reviews and recommends COG approval of all Agency business, service contracts, and subcontracts.
  • Participates in activities of mutual interest to the member counties of the COG and responds to requests by the COG for Agency support of special projects.
  • Represents the COG and Agency with state and local legislators, and other governing bodies.
  • Works collaboratively with HR Director on employment matters, including policy development, staffing levels, leadership and staff development training, organization of work assignments, compensation, benefits administration, labor relations, and overall Agency organizational structure.
  • Collaborates with all members of the Executive Leadership Team to respond to legislative and regulatory inquiries and concerns.
  • Attend professional meetings and conferences to maintain knowledge of developments and issues critical to aging network programs and the Agency’s North Star and Values.
  • Serves as liaison to governments, community agencies, groups and individuals who are impacted by the Agency’s programs and policies.
  • Communicates to the Advisory Council current Agency policies, procedures and programs, and responds to their advice and recommendations in consultation with the Community Services Director and COG.
  • Directs the execution of all Agency quality assurance and quality improvement activities in consultation with the Executive Leadership Team.
  • Serves as primary Agency representative with media, individuals, groups and organizations in the five-county area to collaborate on promoting projects and programs to benefit older adults, people with disabilities, and family caregivers.
  • Utilizes Executive Leadership Team and other stakeholders’ feedback in developing self-assessment of work performance. Reviews the self-assessment and makes modifications in work performance in consultation with the COG.
