About The Position

We at Yara are part of a global network, collaborating to profitably and responsibly solve some of the world's key challenges - resource scarcity, food insecurity and environmental change. About the UnitStockton Liquid is an automated loading facility for liquid bulk fertilizer products. It provides direct deep-water access to imported fertilizer for local markets. The 7 tank truck and rail terminal is located on the San Joaquin River approximately 90 miles upriver from the San Francisco Bay and employs 2 full time employees. The facility is available for customers 24 hours per day, 365 days a year. Yara North America-Stockton Liquid is dedicated to running a safe and viable facility for customers to meet their needs. 24hr on-call assistance is offered to customers should the need arise. Stockton Liquid has been in operation for over 35 years and has expanded its operations to a new office and loadout. The Facilities Manager will establish and maintain a workplace conducive to high standards, achievements, and morale, plan and coordinate all facets of terminal operation for maximum safety and efficiency and maintain compliance with YNA’s Health, Environmental Safety, Security and Quality (HESQ) KPI’s and Process Safety Indicators, forge and maintain mutually beneficial and cooperative relationships with all federal, state, and local regulatory agencies, trade organizations, and emergency response agencies and achieve and maintain compliance with all local, state, and federal agencies. The Facilities Manager will report to the US Western Region Operations Manager and will be based on site at our Liquid Terminal based in Stockton, California.

Requirements

  • High school diploma, Bachelor education is preferred.
  • 5 years of terminal management experience, preferably with Project Management experience.
  • Knowledge of vessel’s operation.
  • Inventory Control (Liquids).
  • Mechanically savvy and/or understanding of terminal operations/repairs.
  • Meet all qualifications to attain TWIC (Transportation Workers Identification Card) and Port of Stockton Access Card.
  • Capable of First aid, CPR, Blood borne Pathogen and AED certification by Yara approved vender.
  • CMMS Program experience preferred.
  • Coast Guard training preferred.
  • Hazardous Material training preferred.
  • PLC programming familiarization preferred.
  • Rockwell software familiarization preferred.
  • Confined Space training preferred.
  • PSM, Lean, 5S or Six Sigma training preferred.
  • API Inspection knowledge (Above Ground Storage Tanks) preferred.
  • Stakeholder relationship skills (Yara corporate office/Yara Upstream/Port officials and Harbormaster/and local government agencies/contractors).
  • Strong skills in safety orientation, influencing and advising, leadership and teamwork, operational risk knowledge, coupled with solid process orientation, organizational skills, process orientation, maintenance, product knowledge (to be developed), planning and project management.
  • Computer proficient with MS applications (Word, Excel, Outlook, PowerPoint), internet.
  • Manager on-call 24/7.
  • Must be a U.S. Citizen or Lawful Permanent Resident.

Responsibilities

  • Plan, direct, and coordinate the operations of the terminal activities, to include formulating policies, managing daily operations, and planning the use of materials and human resources.
  • Manage and support 24hr vessel discharging operations, planning, overseeing setup/breakdown, monitoring, reporting and ensuring safe discharge operations.
  • Conduct prescribed sampling, testing and calibration to maintain accuracy of all systems and products.
  • Create, review, update policies and operating procedures for conformance to established standards. Ensure compliance with various ordinances, codes, and applicable laws.
  • Review operating conditions in the terminals, which include coordinating the preparation of capital and maintenance projects & budget.
  • Ensure all necessary permits, licenses, and certificates are acquired and renewed as needed.
  • Ensure operational, environmental, health & safety training of employees.
  • Schedule terminal and contractor personnel as needed to fulfill operational requirements.
  • Inspect, maintain, replenish, and improve safety equipment throughout the terminal.

  • Develop a good understanding of the Yara Computerized Maintenance Management System (CMMS), Truck Loading System and all automations.
  • Coordinate and oversee asset care and improvement projects on site.
  • Maintain accurate records of terminal business and provide detailed reports to Yara North America.
  • Attend conferences, meetings, and seminars to keep informed of new developments, confer with a variety of public and private officials on related issues and serve as YNA's representative to other companies and governmental agencies.
  • Develop all personnel to achieve Yara North America’s goals for personal advancement to their highest level achievable, with the goal of developing future managers.
  • Perform related duties as assigned.
