Job Summary: The Director of Facilities, Safety & Emergency Management is accountable for ensuring NOAH’s facilities and physical environment support safe, reliable, and compliant patient care across all sites. This leader directs organization-wide programs for facilities operations and maintenance, physical security and public safety, emergency preparedness, environmental health and safety (EHS), janitorial oversight, and serves as a key cross-functional partner to clinical and operational leadership to reduce risk, improve readiness, and strengthen the patient and staff experience.

Requirements

  • Bachelor’s degree in one of the following: Facilities Management, Engineering, Construction Management, Safety, Emergency Management, Business, or related field (or equivalent experience).
  • 7+ years progressive experience in facilities operations, safety/security, emergency preparedness, or related operational leadership
  • 5+ years people management.
  • Demonstrated ability to lead multi-site facilities operations and vendor performance.
  • Knowledge of emergency management and ability to operationalize training, drills, and improvement plans.
  • Excellent communication and stakeholder management skills across clinical, operational, and administrative leaders.
  • Vendor management, budgeting, contract management, and project management proficiency.
  • Experience supporting renovations/new builds and regulatory inspections in healthcare settings.
  • New Hires are required to pass pre-employment background check and drug testing (effective 11/1/2022).
  • Proficient in Microsoft Office Suite.
  • Current Level 1 Fingerprint Clearance Card or must pass fingerprint clearance within 7 days following hire.
  • Valid and current driver's license and acceptable driving record
  • Ability to travel locally as needed.

  • Experience working in healthcare settings; multi-site healthcare/outpatient experience strongly preferred.

Responsibilities

  • Directs daily and long-range facilities operations across all NOAH locations, including building systems (HVAC, electrical, plumbing), repairs, preventive maintenance, and vendor performance.
  • Establishes and monitors preventive maintenance programs, work order standards, service-level expectations, and asset management practices.
  • Oversees site readiness for inspections and coordinates corrective action plans.
  • Leads physical security and public safety strategy across all sites (internal or vendor), incident response protocols, and continuous improvement to threat mitigation practices.
  • Establishes standards for workplace violence prevention, de-escalation support, and coordination with external agencies as appropriate.
  • Owns the emergency management program, including risk assessment (all-hazards approach), emergency plans, policies and procedures, communication plans, training, exercises, and documentation.
  • Coordinates drills/exercises and after-action reviews, ensuring program improvement and readiness across sites, consistent with FQHC emergency preparedness requirements.
  • Coordinates operational response with executive leadership, clinical leadership, and community partners.
  • Directs EHS and life safety activities, including safety rounds/inspections, hazard mitigation, staff safety education, and regulatory readiness.
  • Oversees compliance activities aligned with applicable requirements (e.g., OSHA-related safety practices, NFPA/life safety practices as applicable, local AHJ expectations).
  • Provides oversight for janitorial/EVS services (internal or vendor), including performance standards, auditing/inspections, deep cleaning support, and corrective action. Partners with clinical leaders and infection prevention practices as applicable to support safe patient care environments.
  • Oversees space planning (moves, furniture/cubicles, room repurposing) and coordinates site-level logistics. Partners with leadership on renovations, new builds, and vendor coordination; supports due diligence, operational readiness, and transition planning.
  • Develops and manages departmental budgets; monitors spend, contract performance, vendor performance and cost controls.
  • Establishes dashboards/KPIs for facilities reliability, security incidents, PM compliance, inspection findings, and corrective action closure.
  • Represents NOAH with external entities as needed (landlords, vendors, city inspectors/AHJ, emergency management partners, law enforcement when appropriate).
  • Collaborates with clinical and operational leaders to reduce barriers to care created by facility, safety, or scheduling disruptions.
  • Builds and maintains standardized, system-wide programs and policies for facilities, safety/security, and emergency management. Ensures consistent site-level execution through clear SOPs, training, auditing, and accountability.
  • Leads investigations and structured follow-up for safety/security incidents; ensures documentation, trend analysis, and improvement actions.
  • Establishes a cadence of readiness activities (rounding, drills, inspections, contract reviews) to ensure continuous survey readiness.
  • Attends, participates, and/or assists in meetings, trainings, community outreach activities, continuing education opportunities, and other activities as required.
  • Performs other duties as assigned consistent with the scope and leadership level of the role.
