About The Position

The Facilities Superintendent is an operational leadership position responsible for consolidating oversight of general maintenance, MEP, and HVAC contract management under a single, accountable position. This position is established as an one-year appointment to stabilize, assess, and transform the Facilities Management department of a public university located in Maryland. The Facilities Superintendent focuses on operational discipline, work quality, and workforce readiness, while supporting department-wide optimization efforts, including refinement of service delivery standards, development of a two-shift staffing model, and clearer separation of reactive and preventive maintenance work. Over the course of the one-year appointment, the Facilities Superintendent will: Stabilize and unify daily maintenance operations across general maintenance and MEP Improve work quality, supervision, and adherence to standards Strengthen coordination between in-house staff and HVAC contractors Support development of service delivery standards Assist in planning for multi-shift operations and preventive vs. reactive work models Individuals appointed to this position may be eligible for the permanent position should the role convert to a regular appointment.

Requirements

  • Bachelor’s degree in Engineering, Facility management or closely related field required.
  • Minimum 3 years of facility experience with supervision.
  • Broad building trades knowledge.
  • Knowledge of pertinent federal, state, and local laws, codes and regulations.
  • Demonstrated experience supervising trades.
  • Ability to read blueprints.
  • Proven ability to develop and achieve financial plans.
  • Ability to motivate and lead employees and hold them accountable.

Responsibilities

  • Consolidated Operational Oversight Provide direct oversight of the general maintenance teams, MEP systems (electrical, plumbing, mechanical) and HVAC contract services. Serve as the single operational authority for maintenance execution and work quality across these functions. Coordinate daily activities to ensure consistent priorities, staffing coverage, and response.
  • Supervision & Work Quality Control Plan, assign, and oversee maintenance work. Ensure supervisors and lead technicians are actively managing staff performance and productivity. Inspect completed work to verify adherence to trade standards, specifications, and safety requirements. Monitor repeat work orders, rework, and unresolved issues to identify systemic problems. Define required fields, time standards, and expectations for work order acknowledgement, updates, completion, and closeout.
  • Preventive & Reactive Maintenance Alignment Review and refine preventive maintenance tasks, schedules, and execution practices. Work with leadership to clearly distinguish between preventive maintenance work and reactive/emergency repairs. Assist in developing standard operating procedures (SOPs) that support consistent execution across teams.
  • HVAC & Contractor Management Serve as the primary Facilities liaison for HVAC contractors. Direct, monitor, and evaluate contractor performance to ensure contract compliance and alignment with Facilities service delivery standards. Coordinate contractor activities with internal staff to avoid duplication or gaps in service.
  • Service Standards & Workforce Readiness Support development of a plan to align maintenance operations with desired service delivery standards, including: Staffing level assessments Work standards and productivity expectations Trade skill alignment and training needs Assist leadership in identifying staffing gaps and opportunities for improved resource deployment.
  • Shift Structure & Team Design Support Contribute to planning for a two-shift Facilities model (day and evening). Assist in designing dedicated teams for reactive maintenance service response and preventative maintenance. Provide operational insight into staffing, scheduling, and workload distribution needed to support these models.
  • Safety, Compliance & Training Support Ensure maintenance activities comply with established safety standards and procedures. Manage shop and work area safety, cleanliness, and readiness. Assist with on-the-job training and mentoring of maintenance staff.
