About The Position

The Facility Manager is a key position within Reworld and is responsible for all aspects of day‑to‑day operations and maintenance (O&M) activities consistent with the company's vision, mission, and values. Reporting to the Regional Operations Area Manager, this role oversees all aspects of facility safety, environmental performance, operations, maintenance, outage planning and execution, project planning and execution, engineering, procurement, lean/continuous improvement, client relationships, and financial performance.

Requirements

  • Minimum of 10 years of experience in a waste‑to‑energy/thermomechanical treatment facility (WtE/TTF) and/or utility power generation facility, including at least five progressive years leading facility operations or maintenance; prior Facility Manager experience strongly preferred.
  • Minimum of five years’ experience planning and executing outages that meet safety, quality, delivery, and cost goals (boiler, turbine, cold iron/black plant).
  • Minimum of five years’ experience planning and executing capital and maintenance projects.
  • Demonstrated ability to build and sustain a high‑performing culture of safety and environmental excellence, including promoting a safe and inclusive workplace.
  • Proven experience developing and executing facility budgets and forecasts, including accountability for countermeasures to address emergent issues.
  • Demonstrated customer focus and the ability to build strong client relationships.
  • Demonstrated lean mindset focused on continuous improvement, cost reduction, and production optimization.
  • Experience building or improving processes and systems to drive business improvement.
  • Ability to drive cultural change, accountability, and continuous improvement.
  • Experience interacting with federal, state, and local regulators, permitting agencies, legislators, and community organizations.
  • Bachelor’s degree in engineering, technical, or business discipline required; master’s degree preferred.

Nice To Haves

  • ASME Chief Facility Officer (CFO) certification is highly desired and must be attained if not already held.
  • Lean Six Sigma Green Belt or higher is highly desirable and must be attained if not already held.
  • PMP (Project Management Professional) certification is highly desirable.

Responsibilities

  • Provide leadership for safety, health, and environmental excellence by building a safe and inclusive workplace; ensuring full compliance with all policies, procedures, and permits; applying lessons learned; monitoring KPIs; and completing PSRs/RCAs with effective corrective actions.
  • Ensure company values and behaviors are embedded in daily operations to build a sustained, high‑performing culture.
  • Provide leadership and guidance during facility transients, casualties, and emergency response activities to protect employees, the environment, and assets.
  • Develop robust budget targets and monthly forecasts that maximize the facility’s financial contributions, including contingency planning for emergent issues.
  • Oversee planning, scheduling, and budgeting for outages, ensuring execution is safe, defect‑free, on schedule, and on budget.
  • Lead all maintenance activities to meet or exceed reliability and production targets, including online, scheduled, unscheduled, preventive, predictive, and reliability‑focused maintenance.
  • Lead development of long‑term maintenance plans to maintain or improve facility reliability and avoid degradation.
  • Oversee capital and maintenance projects to ensure safe, quality, timely, and on‑budget completion.
  • Oversee operations to meet or exceed reliability and production targets, including tech standard execution, inspections/testing, start‑ups and shutdowns, procedure adherence, and shift turnovers.
  • Apply lessons learned, KPIs, and data to drive operational excellence and conservative decision‑making.
  • Drive a lean mindset to improve revenue per ton, reduce cost per ton, and improve production where appropriate.
  • Collaborate effectively with regional, corporate, and external experts to develop plans for emergent operational issues.
  • Serve as the primary Reworld interface for day‑to‑day operational and technical issues with clients, demonstrating strong customer focus.
  • Remain fully engaged and available as required for safe and reliable operations, including on‑call and occasional travel (nights, weekends, holidays; 24/7/365 operations).
  • Ensure employees are trained to prevent and respond to transients, casualties, and emergencies.
  • Develop and support community outreach efforts and government affairs activities to maintain a positive public perception of the facility.
