Federally funded initiatives provide early childhood education and related comprehensive services for low-income parents and children, and children with special needs. Early Head Start (EHS) provides services in centers and in homes to prenatal parents and parents with infants and toddlers. Head Start (HS) serves children ages three through five and their parents to provide a head start for school success.

The Family Community Partnership Manager is responsible for the supervision of the Family Advocates. S/he ensures the appropriate intake of families into the program based on eligibility criteria, oversees the development, implementation and coordination of a comprehensive training program for parent volunteers, and acts as a resource to staff in parent involvement and the coordination of family services, including developing career training and employment opportunities for adult participants. This position is under the direct supervision of the Assistant Director.

Requirements

• Bachelor’s Degree in Family Resources or related field, required.
• Two (2) years experience in coordinating and providing family services in a social service setting, required.
• Possesses a valid driver’s license and daily access to an automobile.
• Possesses proof of no-fault insurance.
• Is able to obtain an acceptable driver's abstract.
• Is able to obtain an acceptable FBI background check.
• Is able to obtain an acceptable CPS child abuse registry check.
• Has been tested and is negative for Tuberculosis, no older than 6 months prior to employment.
• Has passed a physical examination no older than 6 months prior to employment.

Responsibilities

• Behaves in a manner that supports the agency's mission and follows personnel policies and procedures.
• Provides leadership to program staff and assumes all the responsibilities of a supervisor for the staff that report directly to this position.
• Ensures that the Family Advocates follow policies and procedures relating to recruitment, eligibility criteria, enrollment and selection for intake of families into the Head Start program.
• Collects data and routinely reports on enrollment status of each of the centers.
• Develops and monitors the family involvement program, including the male involvement initiative, and coordinates a systematic approach to identify and meet family issues and needs, including collaborating with PACT’s other programs and other community resources.
• Supports staff in ensuring that each Individual Family Partnership Agreement (IFPA) is individuated accordingly, and supports staff with documenting, monitoring, and tracking all efforts on behalf of enrolled children and their parents to fulfill the needs as identified in the IFPA, and is responsible for tracking and monitoring of all IFPAs.
• Is responsible for developing and implementing a comprehensive family development plan.
• Provides quality training regarding family resources, services and related program systems to staff.
