Today, Tidewater has over 140 employees performing work across three divisions involving environmental consulting, facilities, and construction. Our environmental division includes consulting, remediation, radiological, and IH service lines. Tidewater is headquartered in Elkridge, Maryland. We currently have eight offices throughout the United States including California, Ohio, Tennessee, and Pennsylvania with additional personnel working in Japan, Kenya, and Germany. Requirements

  • 10+ years’ experience supervising commercial, institutional, or federal construction projects; 5 years’ experience as a QC Manager on United States Military or Federal agency construction contracts of comparable cost, type, and complexity.
  • Proficiency with construction software (Procore preferred), MS Project or Primavera, and Microsoft 365.
  • OSHA 30 (or ability to obtain within 30 days) and current First Aid/CPR.
  • Have familiarity with safety standards listed in EM 385 1-1 and/or OSHA 1926
  • Valid driver’s license; ability to pass pre-employment drug screen and DHS/FLETC background/suitability for site access.
  • Physical ability to conduct field walks, climb ladders, and lift up to 50 lbs intermittently.

  • Experience with RS Means as an estimating tool is a plus

Responsibilities

  • Quality Control Program Management: Develop, implement, and maintain the Contractor Quality Control (CQC) Plan in strict accordance with contract requirements; serve as the primary quality representative to the Government; ensure full compliance with plans, specifications, and federal construction standards.
  • Three-Phase Control System: Lead and document Preparatory, Initial, and Follow-Up inspections for all definable features of work; verify materials, equipment, and workmanship prior to installation; enforce hold points and testing requirements.
  • Federal Compliance & Standards: Ensure compliance with U.S. Military and Federal construction administrative processes; enforce contract specifications, submittal requirements, and documentation protocols; maintain familiarity with USACE EM 385-1-1 and OSHA 29 CFR 1926 standards.
  • Trade Oversight & Technical Review: Provide technical oversight across all major construction trades including architectural finishes, structural systems, earthwork, utilities, concrete, HVAC, plumbing, fire protection, electrical distribution, telecommunications, and interior systems; verify installations meet approved submittals and design intent.
  • Submittals & Documentation Control: Review and approve submittals, RFIs, shop drawings, material certifications, and test reports prior to Government submission; maintain complete and accurate daily QC reports; track deficiencies and corrective actions to closure.
  • Inspection & Testing Coordination: Schedule and coordinate third-party testing, inspections, and commissioning activities; ensure testing documentation is complete and compliant prior to Government review.
  • Deficiency & Non-Conformance Management: Identify, document, and resolve non-conformance reports (NCRs); lead root-cause analysis and corrective action implementation; manage punch list development and closeout.
  • Safety & Hazard Awareness: Support hazard identification, safety compliance, and sustainability initiatives; coordinate closely with the Site Safety and Health Officer (SSHO) to ensure safe execution of work.
  • Government & Stakeholder Coordination: Interface directly with the Government COR, facility representatives, and subcontractors; attend quality meetings and provide status updates; support IDIQ task order execution and closeout activities.
  • Closeout & Turnover: Ensure completion of as-built documentation, warranties, O&M manuals, and quality records; support substantial completion and final acceptance processes
