About The Position

Michael Baker International is seeking a Federal Program Manager with substantial experience working with USACE Civil Works programs and projects.  The primary focus of the candidate will be to support our growing Federal market team with USACE Civil Works   strategy development, client engagement, pursuit and capture management, and ultimately managing Civil Works contracts and programs.   Candidates should be able to act independently, plan, direct, and lead activities of a given project / program to ensure that goals or objectives are accomplished within prescribed time frames and funding parameters.  The candidate should also demonstrate excellent attention to detail, writing, presentation, interpersonal, and time management skills. In addition, they should have experience with USACE Civil Works Business Lines such as navigation, flood risk management, ecosystem restoration, environmental stewardship, etc. The candidate should have experience with project types such locks, dams, shoreline resiliency and other civil works project types. The successful candidate will provide leadership to assigned project staff as well as acting as a senior civil works resource for both market and technical staff.

Requirements

  • Four-year degree in Engineering or Architecture; Master’s degree preferred
  • Minimum of twenty (20) + years of experience with federal agencies or federal clients.
  • Strong relationships with the multiple agencies of the federal government.
  • Knowledge of the USACE civil works mission, and structures of supported government agencies.
  • Strong understanding of the federal markets and federal contracting.
  • Significant experience building and maintaining productive relationships with federal government agencies.
  • Strong leadership skills, interpersonal and presentation skills.
  • Experience in leading a team of highly skilled professionals and internal networking across a large enterprise organization.
  • Excellent communication, negotiation, coordination and managerial skills.
  • Experience with and a working knowledge of the SF330 process.

Responsibilities

  • Grow the USACE Civil Works portfolio.
  • Engage USACE and other agency leadership to understand upcoming business and teaming opportunities, and position Michael Baker International for success.
  • Engage AE and General Contractor Industry Partners to develop team relationships.
  • Engage Michael Baker International Regional Market/Practice Leads, Office Executives, National Market Leads, National Practice Leads and selective subject matter experts to develop relationships, pursue opportunities, and execute work.
  • Develop an opportunity funnel of future contract opportunities and engage with those District contracting offices to understand the requirement and position for the solicitation.
  • Keep Executive Leadership and Ownership Team apprised of the Civil Works Strategy and progress towards growing the program.
  • Enhance small business relationships in conjunction with the National Market Leads, Regional Practice Leads and Regional Office Executives.
  • Represent Michael Baker International with outreach efforts, including professional societies and other organizations linked to federal agencies.
