About The Position

This position will oversee employees in the planning, directing, and control of all phases of highway maintenance operations including heavy equipment operations.

Requirements

  • Knowledge of department regulations, policies and procedures relating to highway maintenance operations including department’s personnel procedures.
  • Knowledge of proper and available equipment, materials, and techniques along with acceptable substitution.
  • Knowledge of construction, maintenance operations for vegetation control and aesthetics.
  • Knowledge of safety procedures required in maintenance and repair work
  • Skill in determining maintenance work priorities and organizing resources to meet deadlines.
  • Skill in identifying and documenting personnel performance or conduct deficiencies.
  • Ability to interpret roadway design standards, maintenance rating standards, specifications and plans to ensure work completed is in compliance.
  • Ability to lead and influence individuals or a group to accomplish a task.
  • Ability to inspect completed maintenance or construction projects to ensure quality products.
  • Ability to supervise and instruct.
  • Ability to deal with internal and external customers in a courteous manner.
  • Ability to establish and maintain cooperative working relationships.
  • Ability to maintain accurate paperwork concerning assigned personnel and projects.
  • Ability to communicate both verbally and in writing.
  • A valid Class “B” CDL (Commercial Driver’s License) with air brakes is required at time of hire.
  • Must obtain certification in Temporary Traffic Control (Maintenance of Traffic) - Advanced Level within one year and maintain it.
  • While on-duty status, the incumbent must be readily available to operate a Commercial Motor Vehicle (CMV), consistent with the type of CDL the incumbent is required to possess, or on a routine basis perform other CMV safety-sensitive functions.
  • Due to the nature of this position, the incumbent must respond to emergencies and be “on-call” (24 hour duty) when necessary.
  • This position requires a valid Class B driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy.
  • In order to be eligible for hire into a position requiring a Commercial Driver License (CDL), applicants must register with the Federal Motor Carrier Safety Administration’s Drug and Alcohol (FMCSA) Clearinghouse, as required, for the Department to conduct a pre-employment query.
  • To be considered for employment, applicants must meet the qualifications outlined in Title 49 CFR Part 391.11.

Responsibilities

  • Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work.
  • Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees.
  • Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff.
  • Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
  • Oversee employees in the planning, directing, and control of all phases of highway maintenance operations including heavy equipment operations.
  • Assist in the performance of work needs assessment in the field.
  • Coordinate and execute preventive, corrective, and emergency maintenance plans to consistently provide a safe transportation system that ensures the mobility of people and goods while preserving the quality of our environment and communities.
  • Oversee employees in the field concerning the planning, directing, and control of minor improvement projects on the State Road System.
  • Manage assigned resources and keep accurate and complete accounting of time, material, and equipment usage.
  • Respond to internal and external customer concerns in a tactful and efficient manner.
  • Keep higher level management and appropriate staff apprised of situations that may impact the department operations.
