About The Position

The Division of Vocational Rehabilitation was recently awarded the Sub-minimum Wage to Competitive Integrated Employment (SWTCIE) grant which includes funding for the hiring of one Time-Limited Financial Business Compliance Officer I. The Financial Business Compliance Officer I position is directly responsible for contract monitoring and oversight of the budget, cash management and case services transactions totaling over $13 million over the five-year grant period ( FFY 2022 – FFY 2027). This staff person will execute SWTCIE fiscal management and reporting, approval of all funding to assure grant compliance, sub-contract development and execution, funding allocation processes, contract renewals, fiscal monitoring, and audits as well as fiscal internal and external reporting. This position located in Raleigh provides the chance to exercise business skills while working in an environment where what you do matters to the people we serve. These functions include: This position develops and create the fiscal monitoring and oversight of case services transactions to ensure compliance with the terms and conditions of the contracts (over $10 million) and with federal cost principles and audit requirements, to ensure proper payments and reporting, and to mitigate Department risk. This position must be skilled in research, analytical and reporting techniques in order to provide technical expertise, consultation and oversight for the case services and fiscal aspects of the grant. This position must be able to work independently and be able to troubleshoot complex issues and coordinate information requests by assessing and interpreting Office of State Budget and Management policies, Federal/State regulations and Generally Accepted Accounting Principles to ensure compliance. This position will work with Program Manager and Fiscal Director to establish and revise contract/grant budgets, setting up account codes and prepare budget revisions and journal entries. This position will work with DHHS Controllers office Cash Management and Reporting section to ensure to compliance with grant funding and federal reporting. This position will work directly with the Federal agency seeking pre-approval of allowable activities, submitting several programmatic/fiscal reports and meeting on a quarterly basis to provide program/fiscal updates.

Requirements

  • Bachelor's degree in accounting, finance, or business administration, public administration, or a related discipline from an accredited institution and one year of related experience; or an equivalent combination of education and experience.

  • Experience communicating to others (both internal and external) complex federal and state laws, regulations, and policy regarding cost principles and audit requirements.
  • Experience reviewing financial documentation, applying internal controls to ensure payment requests are in compliance with contract terms.
  • Experience with data and financial systems
  • Experience in creating and maintaining complex spreadsheets and export/import financial data from various subsystems
  • Experience with budget execution and preparation, cash management, financial reporting and grants management.
