About The Position

Amentum is seeking an experienced professional to support TTO as a Finance Specialist. In this role, you will provide comprehensive budget and financial tracking support to TTO office leadership - the Office Director, Deputy Director, and especially the Assistant Director for Program Management (ADPM), and Program Analyst (PA) - as a member of a Front Office team. This position will also regularly interact with Government Program Managers (PMs) and their support teams to assist in the management and execution of technology development programs. This is a full-time position in Arlington, VA (Ballston area)

Requirements

  • Bachelor’s degree or higher in business, finance, or a related field - substantial relevant occupational experience (~15 or more years) may be considered in lieu of degree requirement
  • At least ten (10) years of financial management and/or budgeting experience
  • Active Secret security clearance, with ability to obtain a Top Secret clearance
  • Please note US citizenship is required to obtain and maintain a security clearance
  • Demonstrated experience assisting in the generation and tracking of MIPRs, IGTs, and PRs
  • An understanding of Federal budget justifications such as Research and Development Descriptive Summaries (RDDS) and Congressional Justifications (CJ)
  • Understanding of the Planning, Programming, Budgeting & Execution (PPBE) process, including the Program Objective Memorandum (POM), Budget Estimate Submission (BES), and Program Budget Review (PBR) budget cycles
  • Familiarity with the Defense Logistics Agency Defense Agencies Initiative (DAI) system
  • The demonstrated professionalism, maturity, sound judgement, and excellent communication and interpersonal skills necessary for daily interactions with executive-level audiences in a dynamic, high-visibility environment
  • Creativity, foresight, and mature judgment in anticipating and solving financial, administrative, and program management-related problems and issues
  • Ability to work independently or in a team setting as circumstances dictate
  • Ability to work on-site at full-time at DARPA in Arlington, VA

Nice To Haves

  • Prior DARPA experience
  • Active Top Secret security clearance

  • Other ARPA agency (ARPA-H, IARPA, ARPA-E, etc.) experience

Responsibilities

  • Assisting in strategic planning and preparation of budget and presentation materials; preparation of financial and programmatic materials necessary to assist in the development and execution of TTO R&D programs
  • Developing, organizing, forecasting, and maintaining budgets; creating and coordinating budget documents and requests
  • Providing training and guidance to TTO business / financial managers (BFMs)
  • Providing budget planning, analysis, and execution support; applying budget and resource management principles and practices for developmental and operational programs
  • Reviewing and providing quality control on financial and budgetary documentation, ensuring correct formatting, formulas, etc.
  • Tracking financial deliverables and milestones for R&D programs and providing analysis of commitments, obligations, and expenditure performance and performing funds reconciliations
  • Assisting in the preparation of spend plans and documents; reporting to ADPM and PA on execution and adherence
  • Assisting in the development of budget submissions for the DARPA Directors Office, Department of War (DoW), and Congressional justifications
  • Assisting with developing, analyzing, and reconciling the President’s Budget (PB) schedules
  • Supporting the drafting, review, and routing of Military Inter-departmental Purchase Requests (MIPRs), Inter-Governmental Transfers (IGTs), Inter-Agency Agreements (IAAs), and Purchase Requests (PRs)
  • Maintaining a comprehensive understanding of TTO efforts, including approved programs, new initiatives, seedlings, and Small Business Innovation Research / Small Business Technology Transfer (SBIR/STTR) fund efforts
  • Ensuring the integrity of the funding obligation process; creating and/or tracking funding execution (Requisitions) documents for compliance with the appropriation
  • Engaging with internal and external stakeholders on budgetary and financial matters
