About The Position

Under the general direction of the Immunization Section Operations Director, the Financial Analyst IV will perform highly advanced financial analysis and monitoring of technical and program related projects and procurements that support expenditure forecasts; financial and operational impact; budget and operational impact; performance measures; and project deliverables for the Immunization Section. Position will oversee and administer financial processes and systems within the Section and review, analyze, and evaluate financial data. Work involves examination, investigation, and review of accounting records, financial statements, management practices, budget, and internal controls to ensure compliance with federal and state laws and/or regulations as well as DSHS policies, regulations, for related projects and procurements. Position will plan, assign, and supervise the work of the Section's Resource Coordination Team, planning and assigning the work of the Financial Analyst III and Program Specialist V. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Requirements

• Bachelor's degree required. Degree in accounting, finance, business, public administration, or a related field from an accredited four-year college or university preferred. Relevant work experience and education may be substituted for one another on a year-for-year basis.

Responsibilities

• Acts as Lead to plan, review and report on the financial analysis of Immunization Section projects and procurements, overseeing the financial status of various Section programs. Performs final review and/or approval of financial reports and budget, the backup documentation supporting the report, the follow-up correspondence associated with the report, and all other written materials prepared by program staff and Resource Coordination Team staff related to the financial component. Participates in strategic planning and the research and development of policies and procedures, reports, studies, legislation, and guidelines; and oversees the development and management of Section financial reporting processes, procedures, and forms to support program activities. Reviews projects for financial completeness, compliance with financial standards; uniformity in methods; and adherence to financial statutes, agency rulings and procedures. Plans, assigns, and supervises the work of direct reports. Responsible for Grant Budget Review, Load, Oversight and Allocations to meet activities of programmatic objectives. (35%)
• Responsible for preparing and providing financial and expenditure progress reports to the Immunization Section Operation Director. Escalates and coordinates the resolution of financial risks as necessary with Section leadership, as needed. Makes recommendations for strategies to mitigate financial risks and resolve financial and regulatory problems. Conducts meetings with appropriate staff to inform them of relevant policies and procedures; and review/consolidate work product of others. Oversees the development of models and analyses to include annual expenditure forecasts and long-term financial plans. (15%)
• Performs highly complex financial analysis, monitoring, and regulatory work related to federal grant management and expenditure forecasts; financial and operational impact; budget and operational impact; performance measures; and project deliverables for the Department of State Health Services. Work involves the examination, investigation, and review of accounting records, financial statements, reports, management practices, and internal controls to ensure compliance with federal and state laws and/or regulations as well as DSHS policies, regulations, for related projects and procurements. Work also involves the preparation of financial reports containing findings, recommendations, and corrective actions as well as responding to inquiries and providing technical assistance to staff in all matters relating to financial compliance and best practices. (15%)
• Reviews and interprets new legislation and other applicable federal or state laws and regulations as well as the Legislative Appropriation Request (LAR) for department policies and procedures that affect programs. Prepares and provides financial and operational impact analyses of legislative proposals. Makes major defendable decisions and conclusions which are communicated to appropriate staff. Serves as technical advisor on financial matters. Makes recommendations for changes in the procurement and tracking processes. (15%)
• Leads the preparation of management and productivity reports and studies. Leads special investigations, research studies, and internal audits. May prepare ad hoc reports/analyses as requested by management for quality improvement initiatives and reporting purposes. Coordinates program procurement activities to ensure staff process requests appropriately and in a timely manner. (15%)
• Performs related work as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)
