About The Position

Central State Hospital (CSH) is a 277 bed Joint Commission accredited psychiatric inpatient facility located in Petersburg, Virginia. CSH has proudly been serving citizens of the Commonwealth since 1870, when we opened our doors as the first psychiatric hospital in the country dedicated to the treatment of African Americans. A new and modern CSH is currently under construction on the same property, with a scheduled completion date of 2027. CSH maintains the only maximum-security treatment facility in the state (111 beds). We also have 166 beds available for individuals in the community who need inpatient care, as well as individuals in the criminal justice system. We believe that treatment should be holistic and focused on the person’s individual needs, recognizing that recovery is not linear or the same for every person. Treatment modalities may include medication, evidence-based group and individual therapy, peer support, psychosocial rehabilitation, vocational training, preparation for court, and treatment for substance use. Job Duties: The candidate will serve as the agency’s subject-matter lead for ARMICS.

Requirements

  • Basic understanding of internal control principles (COSO framework).
  • Expert level proficiency in Excel.
  • Experience in data analysis, reporting, or compliance-related work
  • Demonstrated ability in Data visualization.

Nice To Haves

  • Course work in Statistical Data Analysis preferred;
  • Certification in Microsoft Excel preferred;

Responsibilities

  • Establish an annual ARMICS work plan aligned to COSO internal control components (Control Environment, Risk Assessment, Control Activities, Information & Communication, Monitoring).
  • Develop and maintain agency-wide ARMICS policies, procedures, templates, and guidance (e.g., process narratives, risk & control matrices, testing protocols).
  • Coordinate the agency’s annual ARMICS timeline, deliverables, and certifications; brief executives on readiness status, findings, and corrective actions.
  • Process Documentation & Risk Assessment.
  • Identify significant fiscal processes across departments; facilitate process mapping, risk identification, and control design using standardized tools (e.g., Risk Control Matrix).
  • Assess control design adequacy relative to risks (accuracy, completeness, authorization, segregation of duties, safeguarding of assets).
  • Develop test plans and perform transaction-level and control-level testing to evaluate operating effectiveness; apply sampling and spot-check techniques oriented to high-risk areas.
  • Maintain evidence repositories and control monitoring logs; track exceptions, analyze root causes, and recommend remediation.
  • Monitor ongoing control activities (e.g., approvals, reconciliations, access changes) and verify evidence sufficient for annual certification.
  • Draft Corrective Action Plans (CAPs) for control deficiencies; partner with process owners to implement remediation and re-test for closure.
  • Identify opportunities to streamline fiscal processes and strengthen the control environment; propose policy and training enhancements.
  • Design and deliver training on ARMICS requirements, control responsibilities, fraud prevention, ethics, and documentation standards to managers and staff.
  • Promote a culture of accountability and risk-informed decision-making; provide practical tools and coaching to units.
  • Liaise with Internal Audit, DOA, the Auditor of Public Accounts (APA), and external auditors; coordinate requests, walkthroughs, and responses.
  • Prepare management responses to audit findings and ensure timely completion of agreed actions.
  • Prepare periodic status reports, dashboards, and the final ARMICS certification package for executive sign-off and submission to DOA.
  • Document and report material weaknesses, significant deficiencies, and residual risks, including their impact and mitigation plans.
