About The Position

As a Financial Operations Support Specialist, you will provide comprehensive or specialized support to Transportation Security Administration (TSA) offices within the Department of Homeland Security (DHS) that are responsible for financial, budget, cost, and revenue operations. This role is crucial for ensuring the efficient and effective management of financial resources within the TSA. You may be assigned to perform some, all, or a combination of the responsibilities outlined below, depending on the specific needs of the TSA office/program.

Requirements

  • Bachelor’s degree, preferably in Finance, Accounting, Business Administration, or a related field.
  • Minimum of four (4) years of experience in financial analysis, budget management, or a related field.
  • Ability to obtain DHS EOD (Entry on Duty)
  • Knowledge of TSA or DHS financial operations.
  • Strong analytical skills and attention to detail.
  • Proficiency in financial modeling and cost analysis.
  • Excellent communication and reporting skills.
  • Ability to work independently and as part of a team.
  • Advanced Microsoft Excel skills.
  • Familiarity with financial management systems and software.
  • Strong organizational and time-management skills
  • Ability to adapt to changing priorities and deadlines.

Nice To Haves

  • Experience with Earned Value Management (EVM).
  • Master’s degree.

Responsibilities

  • Life-Cycle Cost and Financial Modeling Support the development, validation, and maintenance of Life Cycle Cost Estimates (LCCEs). Conduct cost modeling and analysis to support TSA program planning.
  • Budget and Spend Plan Development Assist in the formulation, development, tracking, analysis, and reporting of TSA budget and spend plans.
  • Financial Performance and Execution Analysis Conduct trend analyses, burn rate assessments, and projection modeling. Produce financial status reports consistent with Government and TSA guidance.
  • Strategic Financial Planning Provide forward-looking analysis and scenario planning based on anticipated TSA program needs, workload changes, and operational drivers.
  • Benchmarking and Financial Metrics Develop TSA program operational and financial metrics and benchmarking analyses.
  • Revenue and Reconciliation Support Support TSA revenue forecasting, fee reconciliation, and carryover projections.
  • Capital Investment Planning and Earned Value Management (EVM) Assist with TSA capital investment planning, Earned Value Management, and reporting. Identify, collect, review, and submit program updates (such as metrics, risks, and reporting) into the DHS Investment Evaluation, Submission, and Tracking (INVEST) application for TSA’s Major Acquisition Programs. Assist with the development of OMB-300 Business Case reporting, including Acquisition Plans, Operational Analyses, Risk Management Plans, and Corrective Active Plan(s).
  • Audit Support Support TSA audit preparation, documentation gathering, compliance checks, and corrective actions.
