For more information about OSFM: http://www.ncdoi.gov/ Primary Purpose of the Position: The Office of State Fire Marshal (OSFM) seeks a Research and Program Development Specialist to design, develop, and evaluate educational programs used across North Carolina’s fire and rescue community. This position supports certification programs, ensures alignment with national standards, and provides curriculum development for both internal and external customers. A primary responsibility includes serving as a Certification Test Administrator for statewide fire and rescue certification programs. This position performs administrative, research, and instructional development work under the general direction of the Research and Program Development Supervisor. Work is reviewed through periodic conferences, reports, and evaluation of program outcomes.

Requirements

  • Associate degree in Fire Science or related field from an appropriately accredited institution, certification as a Level II Instructor or Level II Inspector, and two years of experience in conducting state of North Carolina fire and rescue certification training programs (Programs should be on firefighting and rescue operations or certification standards or conducting fire inspections); or an equivalent combination of education and experience.

Nice To Haves

  • Knowledge of modern firefighting and rescue practices, including structural fire suppression, hazardous materials, technical rescue, wildland fire, incident management systems, and fire service certification and inspection standards.
  • Basic understanding of educational technology, training development techniques, and North Carolina fire and building codes.
  • Ability to communicate effectively through multiple communication methods and present information clearly to diverse audiences.
  • Ability to establish and maintain effective working relationships with staff, fire/rescue agencies, professional organizations, and the public.
  • Ability to operate safely and respond appropriately in hazardous training conditions and practical demonstration environments.

Responsibilities

  • Program & Curriculum Development Develop, write, revise, and implement educational programs for delivery by OSFM Training Specialists and certified fire and rescue instructors. Ensure instructional materials align with nationally recognized standards, including NFPA and standards set by international accrediting bodies. Interpret and apply policies and standards established by the Fire and Rescue Commission. Prepare, deliver, and evaluate pilot courses and instructional modules. Provide instructional delivery for fire and rescue personnel as needed.
  • Research & Standards Compliance Conduct research related to occupational education for firefighters and rescue workers. Evaluate existing programs, determine revision requirements, and propose improvements aligned with program objectives. Initiate, coordinate, and conduct research on emerging national standards. Serve as a consultant to the Fire and Rescue Commission and state/local agency partners.
  • Internal OSFM Support Develop coursework for internal OSFM divisions, including Engineering, Home Inspector Licensing Board, and the Manufactured Building Division. Ensure training content aligns with relevant codes, standards, and internal policies. Assist internal partners in creating and promoting certification and qualification programs.
  • Field & Operational Duties Work independently in the field with minimal supervision while maintaining a high level of professionalism and reliability. Carry out assigned schedules, arrive promptly for classes, and ensure safety in all operations. Perform physically demanding tasks in conditions such as live burns, breathing equipment training, and SERT operations. Work collaboratively as part of a team and share knowledge with colleagues and stakeholders.
  • Emergency Response Role Serve as a member of the State Emergency Response Team (SERT) during declared states of emergency.
