About The Position

Fiscal Analysts within the Macomb County Finance Department perform a broad range of financial functions across multiple specialty areas. This position is specifically assigned to the Department’s major Grants Area, providing financial oversight and support to Macomb Community Action, the Office of Senior Services, and Community Development Block Grant (CDBG) programs. The Fiscal Analyst serves as the subject matter expert on financial grant regulations for assigned programs and is responsible for post-award financial management. Key responsibilities include assisting with grant budget setup, monitoring expenditures, processing drawdowns, and ensuring accurate financial reporting. This role ensures compliance with all applicable federal, state, and local grant requirements, including Uniform Guidance (2 CFR Part 200). The Fiscal Analyst works closely with program staff to monitor expenditures for allowability, allocability, and reasonableness, and provides guidance to maintain strong internal controls and regulatory compliance. FLSA STATUS: Non-exempt. Overtime pursuant to Collective Bargaining Agreement EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position. The starting time for this position is currently 8:00 a.m. GENERAL SUMMARY Under direction, performs a variety of advanced accounting tasks, including the maintenance and review of County funds and fiscal accounts. Analyzes financial statements and reports prepared by fiscal staff in other County departments. Provides guidance to staff as needed.

Requirements

  • Bachelor's degree from an accredited college or university in Accounting, Finance, or a related field
  • Four (4) years of general accounting experience, or two (2) years of government or non-profit accounting experience
  • Possession of a valid Michigan driver's license and operable, insured automobile for authorized travel

Responsibilities

  • Evaluates and reconciles financial records and prepares reports to verify accuracy, investigates discrepancies in records.
  • Researches and analyzes financial data and presents findings.
  • Prepares regular reports and statements, identifying trends and standards.
  • Assists with audits and helps maintain internal controls.
  • Contacts departments to resolve financial issues.
  • Inputs and retrieves information into the Enterprise Resource Planning (ERP) system.
  • Performs other accounting and similar technical functions.
  • Prepares budgets for various grants and assists with grant monitoring throughout the year, including providing monthly reporting.
  • Reviews check requests for accuracy, proper supporting documentation, and available funds for various departments.
  • Compiles, analyzes, and reports data for financial reports to various departments and governmental agencies.
  • Assists and prepares documentation and worksheets for the Annual Comprehensive Financial Report, including audit preparation, compiling information, and providing support.
  • Prepares journal entries and budget adjustments.
  • Operates an automobile to perform assigned job functions.
  • Performs related duties as assigned.
