This is a professional accounting and administrative position within Children and Youth that involves the total fiscal operations of the agency utilizing general accepted accounting standards and practices developed by the Commonwealth of Pennsylvania; Office of Children, Youth, and Families; and the Department of Public Welfare. Job responsibilities include: Ø Supervise fiscal staff and possibly clerical staff while insuring all duties both fiscal and clerical are performed accurately and timely. Ø Develop and manage the budget for the Office of Children, Youth, and Families’ Needs Based Budget and Annual Planning Process. Ø Develop and manage the agency’s county line item budget. Ø Prepare Budget Amendments for both Needs Based Budget and the county budget as necessary. Ø Develop and manage Grant budgets and reports including the Title IV-E Independent Living Grant and The Federal Systems of Care Grant. Ø Maintains financial ledger and journals. Ø Maintains accounting structure and utilizes that structure for state reporting processes. Ø Manages the agency’s fiscal operations including budgets, revenues, and expenditures. Ø Maintains up-to-date knowledge concerning state and federal regulations regarding the operations and funding for child welfare systems. Ø Implements state and federal regulations as they concern the fiscal operations of the child welfare systems. Ø Prepares multiple financial reports to the state including Act 148 Report, TANF Invoice, Medicaid Administrative Invoice, Title IV-E Invoices, State Transaction Grant Invoice, Independent Living Grant Report, and System of Care Grant Report. Ø Maintains a level of accuracy in all reporting that is audit proof. Ø Maintains proper back up date to support the accuracy of all reports for necessary audits. Ø Reports current financial status to the agency administrator, the County Board of Commissioners and OCYF Regional Staff. Ø Oversees the IV-E Eligibility process maintaining quality assurance and accuracy based on current OCYF bulletins and federal regulations. Ø Prepares fiscal forecast for the Children and Youth Administrator and the County Board of Commissioners. Ø Assists in the agency’s quality assurance process to insure the agency is submitting accurate Random Moment in Time Samples for the Title IV-E Administrative claim process. Ø Develops and implements a cost allocation plan. Ø Responsible for the fiscal management of contracts. Ø Participates as a member of the Agency’s Adoption Subsidy and SPLC team to insure those subsidies are applied accurately to individual cases utilizing both regulations and OCYF bulletins. Ø Serves as the fiscal representative for the agency with county, state, and federal officials. Ø Responsible for oversight for Information Technology and Data Collections ensuring quality and integrity of all data submission to the state and federal government. Ø Participates and complies with county, state, and federal audits including County internal audits, County Single Audit, Auditor General’s Annual Audit, and both State and Federal Title IV-E audits. Ø Other duties as assigned by the agency’s administrator.
