About The Position

Overview We have a career opportunity for a Gas Operations Supervisor to join our team! The successful candidate will supervise Gas Maintenance and Compliance personnel, plan, and facilitate audits for pipeline safety regulations. Facilitate After Action Reviews and communicate lessons learned events. Act as key liaison for gas operations between federal, state and local regulators, gas engineering and gas construction. This position plays a critical role in ensuring adherence to federal, state, and local regulations while supporting reliable service to customers. This role is ideal for a professional with a strong foundation in regulatory compliance, engineering and or technical principles, and natural gas operations who is ready to lead teams, work in a highly collaborative work group and ensure the safe, compliant operation of our gas facilities. Requirements

  • Must have and maintain a valid Indiana driver’s license. (Must have a safe driving record including no history of serious traffic violations, accidents, suspensions/revocations, or DUI/DWI convictions within the last three years).
  • Ability to respond appropriately to emergency situations.
  • Available to work extended hours, different shifts, and weekends.
  • Bachelor's degree (B. A.) in Business from four-year College or University; or 1 – 3 years related experience and/or training; or equivalent combination of education and experience.
  • Ability to work with confidential information, use discretion and best judgment.
  • Thorough knowledge of Gas Operations policies, procedures, equipment, underground piping infrastructure, and natural gas utilization operations.
  • Awareness of bargaining unit Union related policies and agreements
  • Must be computer literate utilizing the Utility's variety of software packages.? (Word, Excel, Outlook, Oracle, Power Point etc.)
  • Must pass and participate in the random Drug & Alcohol program in accordance with Pipeline Hazardous Material Safety Administrative (PHMSA) Regulations 49 CFR Part 199 (PHMSA drug and alcohol testing regulation) and 49 CFR Part 40 (DOT drug and alcohol testing regulations).
  • Working knowledge of ESRI/GIS GView utility map viewer.

  • Working knowledge in use of Citizens FMS (KloudGin or future products)
  • Working knowledge in use of Citizens Work Asset Management Program (WAM or future program)
  • Working knowledge in use of Citizens customer service software (C2M or future program)
  • Familiarity with Citizens Operator Qualification software (EWN or future program).
  • Full working knowledge and understanding of local permitting regulations for all jurisdictions served by natural gas.
  • Knowledge of gas operations. Such as the general maintenance of underground piping infrastructure as well as the natural gas utilization field operations.
  • Working knowledge of Indiana Administrative Code Rule 170 IAC 5-3 - Minimum Safety Standards for the Transportation of Gas, Hazardous Liquids, Carbon Dioxide Fluids, and Related Pipeline Facilities.
  • Working knowledge and understanding of the compliance requirements of Code for Federal Regulations CFR 49 subpart 192.
  • Working knowledge and understanding of appropriate application of Citizens Operations and Maintenance Manual, public awareness plan (PR 5000) and gas emergency procedures (OEP) as these pertain to gas compliance, maintenance and new construction related activities.

Responsibilities

  • Field Responsibilities. (Audits of direct reports, audits of job sites for employees and contractors working for utility, oversees gas facility’s operations, maintenance, and construction activities, addresses customer concerns and identifies new opportunities for efficiencies.)
  • Administrative Responsibilities. (Reporting of regulatory operational compliance codes and data associated with but not limited to PHMSA, IURC, TSA, employee time entry, etc.)
  • Supervise and lead Gas Compliance and Gas Maintenance employees and contracted personnel.
  • Oversee the compliance integrity of natural gas transmission and distribution facilities.
  • Ensures proper preparation and acts as a lead facilitator for pipeline safety regulatory audits.
  • Ensure compliance with PHMSA regulations, CFR 49 Part 192, Indiana Administrative Code, and local permitting requirements.
  • Analyze operational and compliance data to identify trends, risks, and improvement opportunities.
  • Coach and develop employees to promote a culture of safety, compliance, and technical excellence.
  • Act as a key liaison with pipeline safety regulatory agencies regarding ongoing matters related to regulatory compliance.
  • Fill in for Gas Operations District Supervision when requested.
