About The Position

The GIS Specialist is responsible for developing, maintaining, and enhancing the City of Brenham's Geographic Information System (GIS) to support utility operations, city planning, and engineering needs. This position manages spatial data, ensures accuracy of mapping assets, and provides analysis and reporting tools that improve decision-making across city departments and for the citizens. This position works closely with field crews, engineers, city planners, and IT to ensure data integrity, improve mapping processes, and implement new GIS technologies.

Requirements

  • Associate's degree in Geographic Information Science (GIS) and at least two-years related experience in GIS; or at least four years of GIS and utility experience. Any equivalent combination of education, certifications and experience that provides the required knowledge, skills, and abilities could be considered. Bachelor's degree in GIS preferred but not required.
  • Methods, practices, and equipment used in computer cartography
  • GIS specific computer programs, including Arc/Info, Arc/View, AML programming, Microsoft Office applications and Microsoft SQL
  • Standard office practices and procedures
  • Strong analytical skills, attention to detail, technical proficiency in GIS software, and the ability to communicate complex spatial information clearly to both city staff and citizens of Brenham
  • Ability to think critically, determine and solve problems related to all GIS computer programs
  • Analyze and evaluate cartographic data
  • Analyze and evaluate computer network needs
  • Interpret various forms of data such as analytical, statistical, and trends, operate equipment used in computer cartography
  • Prepare concise and accurate reports
  • Perform basic and complex mathematical calculations
  • Read and interpret policies and procedures
  • Attention to detail and good problem solving skills
  • Communicate effectively, both orally and in writing
  • Establish and maintain effective working relationships with co-workers and the general public
  • Valid Texas driver's license
  • Must obtain all five ESRI Foundation Technical Certifications within the first year of employment

Nice To Haves

  • Bachelor's degree in GIS preferred but not required.
  • Knowledge in the Python programming language and AutoCAD is preferred but not required.
  • GISP preferred but not required.

Responsibilities

  • Assists with the design, development, implementation, and management of citywide GIS server and client applications and creates and edits digital maps
  • Collects and integrates data from GPS/GNSS field equipment, CAD files, and utility records into platforms such as ArcGIS Pro and other ESRI-based applications
  • Maintains electrical GIS database and connectivity for use by the city outage management system and other utility platforms such as SCADA and Sensus
  • Performs 9-1-1 addressing for of the City of Brenham and works with BVCOG to assign addresses inside the City limits
  • Provides new subdivision plats with addresses to utilities, US Post Office and City of Brenham Development Services
  • Coordinates road center additions and updates inside the city limits with Washington County Road and Bridge
  • Provides the Census Bureau with updates on new roads, addresses, parks and city limits
  • Creates and edits digital and paper maps and engineering layouts used for daily operations of city utility departments
  • Assists with system integrations, supports outage management and asset management systems, and ensures compliance with industry standards and regulatory requirements
  • Works closely with IT, outside support teams, and end users to schedule tasks such as system backups and upgrades as well as evaluating and solving software problems and needs
  • Aids in the translation of incoming data for analytics, and asset management purposes
  • Acquires GPS field data using a Trimble or like unit, to include exporting GPS data for water, wastewater, gas, and electric assets into different formats for use in design and mapping
  • Performs surveying functions such as staking lines, locating easements and rights-of-way, and gathering data necessary to prepare site profiles; delineates property boundaries according to legal descriptions
  • Analyzes GIS maps, aerial photos, and digital data
  • Researches trends in GIS hardware and software
  • Assists the general public in person and on the telephone with geographic questions
  • Sets up and maintains relational databases
  • Assist in graphic design needs for all City Departments
  • Explains and trains other City staff on accessing and utilizing mapping software and GIS resources
