GOVERNMENT OPERATIONS CONSULTANT I (37010975) State Revolving Fund Program Division of Water Restoration Assistance This position recommends operation policies and assists in the establishment of procedures, as required, to implement negotiation of technical private and governmental financial assistance agreements and amendments. Provides daily consultation and assistance to management and staff in the management and operation of the production of financial assistance agreements and amendments. Work includes interacting with financial advisors, bond counsels and government administrators; evaluating debt obligations, credit worthiness and interlocal agreements of applicants; assuring compliance with state and federal laws and regulations; determining allowable project costs; preparing amortization schedules; evaluating financial assistance application and agreement documents; and reviewing revisions of standard form documents. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM on site at your workstation. Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Division of Water Restoration Assistance to operate more efficiently and effectively. Acts as grant manager for assigned projects. Prepares and maintains accurate reports and records describing activities in the assigned area of responsibility including correspondence and memoranda; provides policy and program administration recommendations; prepares documentation for official project files. Consults with local government representatives and their consultants and advises them on program rules and policies. Keeps abreast of changes in various assistance programs. Provides technical assistance for projects requiring section expertise, as assigned by supervisor. Performs other related duties.
