The North Carolina Department of Administration (DOA) is seeking applicants for a Grant Administrator II (Working Title: State Grants Manager) within the Division for Women and Youth. This position serves as the State Grants Manager for Women and Youth and is responsible for the full coordination and administration of state-appropriated awards, including the Domestic Violence Center Fund, the Sexual Assault and Rape Crisis Center Fund, and Marriage License and Divorce Filing Fee receipts. The State Grant Manager provides leadership for statewide grants administration, ensuring consistent, compliant, and timely management of awards across regions. The position supervises grants staff by supporting coordination, communication, and shared problem-solving across the grants administration team; facilitates alignment of internal processes; and, at the direction of division leadership and in collaboration with Grant Administrators, coordinates statewide training and guidance. The role supports effective grants management by monitoring implementation, identifying trends or gaps, and elevating recommendations to leadership regarding process improvements or system needs. The position also serves as the escalation point for complex fiscal, compliance, or grants management system issues. This position reports to the Deputy Director and works closely with Region Directors, fiscal staff, and other internal and external stakeholders to support the Division’s statutory mandates and statewide grant operation
