About The Position

This position is designated as Exempt Policy-Making under G.S. 126-5(c)(3) and is considered an at-will appointment. The Office of the State Auditor (OSA) is seeking a Grants Compliance Manager to serve within our Rapid Response Division. Through this position you would manage a team of Grants Compliance Specialists to ensuring grant funding among North Carolina public entities are properly used. As part of our team, you will get to: • Plan and conduct investigations and performance audits of a variety of grants being used by public state entities • Manage ongoing audits being conducted by the Rapid Response Division • Speak with auditees, agency management, legislators, and other stakeholders to understand the programs under an audit • Learn more about state and federal agencies, programs, statutes, rules, regulations, and policies • Prepare findings and audit reports that provide timely, useful, and actionable information and recommendations • Lead a team that complete audits in compliance with professional standards, internal policies and procedures, and performance audit best practices • Help in the writing of final reports being established by the Rapid Response Division This position is designated as Exempt Policy-Making under G.S. 126-5(c)(3) and is considered an at-will appointment. Requirements

  • Skill in reviewing budgets, expenditures, and financial reports to ensure alignment with grant terms
  • Ability to interpret grant agreements and identify allowable vs. unallowable costs
  • Ability to detect discrepancies or misuse of funds through detailed ledger and invoice analysis
  • Knowledge of Grant Compliance Regulations
  • Experience in Internal Control Assessment related to grants
  • A bachelor’s degree with 12 semester hours in accounting from an appropriately accredited institution and 5 years of experience in auditing/accounting or program evaluation, one of which must have been functioning as an audit lead or supervisor OR An equivalent combination of education and experience
