About The Position

Come join our award-winning team! Syndeo Outsourcing is currently in search of an HR Business Partner with an Unemployment focus for our headquarters office located in Wichita, KS. This position will be responsible for the end-to-end administration of the company's unemployment insurance program across all states we operate. Requirements

  • Bachelor’s Degree in Human Resources or related field preferred
  • 3 – 5 years of related work experience preferably working with multi-state unemployment claims
  • Strong customer service and communication skills
  • Valid drivers license with favorable driving record
  • Ability to work in a fast-paced environment
  • Good problem solving and decision-making skills
  • Ability to prioritize work from multiple clients in a high-volume environment
  • Ability to demonstrate consistent follow-through and follow-up
  • Proficiency in MS Office applications
  • Ability to pass pre-employment screenings

Responsibilities

  • Research, learn, and maintain current working knowledge of unemployment insurance laws, regulations, and procedures across all states in which clients operate.
  • Monitor legislative and regulatory changes affecting unemployment insurance eligibility and benefits and proactively communicate relevant updates to clients and internal teams.
  • Serve as the organization's primary subject matter expert on state-specific unemployment requirements, including base period calculations, benefit charges, protest deadlines, and appeals processes.
  • Oversee, maintain, and optimize the company's unemployment administration platform
  • Ensure accurate and timely data entry, account setup, and configuration for all client accounts within the platform.
  • Generate and analyze reports to track claims activity, benefit charges, tax rate trends, and program performance metrics.
  • Troubleshoot platform issues and serve as the primary liaison with the platform vendor.
  • Manage the full lifecycle of unemployment claims, including timely review of claim notices, gathering of supporting documentation, and submission of employer responses within required state deadlines.
  • Partner with internal service teams and client contacts to obtain accurate and complete separation information for each claim.
  • Ensure all claims responses are factually accurate, appropriately documented, and submitted on time to minimize improper benefit charges.
  • Serve as a trusted advisor to clients and internal HR service teams on unemployment claims strategy, including separation documentation best practices, progressive discipline, and termination procedures that support favorable unemployment outcomes.
  • Provide clear, actionable recommendations on individual claims and broader unemployment trends within a client's workforce.
  • Conduct training sessions and educational briefings for clients and internal staff on unemployment risk management and cost-containment strategies.
  • Collaborate cross-functionally with HR Business Partners, payroll, and compliance teams to ensure alignment on unemployment-related decisions.
  • Monitor and analyze State Unemployment Tax Act (SUTA) rates for all applicable client accounts across multiple states.
  • Develop and implement strategies to maintain acceptable SUTA rates through favorable claims outcomes, timely protests, and proactive client coaching.
  • Conduct rate impact analyses and forecast potential tax exposure for clients based on claims activity and benefit charge history.
  • Coordinate with the payroll and tax teams to ensure accurate SUTA reporting and rate updates.
  • Evaluate unemployment claim determinations and benefit charge notices to identify strong candidates for appeal.
  • Prepare and file written appeals with appropriate state agencies within required deadlines, including compiling evidence, drafting arguments, and organizing exhibits.
  • Represent the company and/or client at telephone and in-person unemployment appeal hearings, presenting testimony and evidence in a clear, professional, and persuasive manner.
  • Track appeal outcomes and use results to refine response strategies and identify patterns in adjudication across states.
  • Performs other duties as assigned.
