About The Position

SEIU Local 2015 is seeking a strategic, high-volume Recruiter to join our People & Culture team. This position reports to the Recruitment Manager and works in close partnership with hiring managers and organizational leaders across departments. Due to the dynamic nature of the work, priorities and project direction may evolve based on organizational needs and recruitment priorities. The Recruiter independently manages full-cycle recruitment across multiple departments and regions statewide and plays a critical role in advancing SEIU Local 2015’s mission through timely, equitable, and high-quality hiring. This role serves as a key execution partner to the Recruitment Manager and is responsible for championing the standardized SEIU Recruitment Process, reinforcing recruiter-led hiring practices, and driving measurable recruitment outcomes aligned with organizational goals and benchmarks. The ideal candidate thrives in a fast-paced, mission-driven environment and is comfortable balancing high-volume production with strong data discipline and consultative hiring manager partnership.

Requirements

  • 3–5 years of high-volume full-cycle recruitment experience, including:
  • Job posting and requisition management
  • Proactive sourcing and passive candidate outreach
  • Resume screening and structured recruiter interviews
  • Managing multiple concurrent searches
  • Presenting offers and conducting offer negotiations
  • Preparing and delivering offer letters
  • Demonstrated ability to meet time-to-fill benchmarks in a fast-paced environment.
  • Demonstrated ability to work effectively in a team-based collaborative environment
  • Experience managing high-volume requisitions while maintaining strong candidate experience.
  • Strong sourcing skills across job boards, networking, referrals, and passive search strategies.
  • Experience maintaining recruitment metrics and using data to drive performance.
  • Excellent written, verbal, and interpersonal communication skills.
  • Commitment to diversity, equity, and anti-racist hiring practices.
  • Proficiency with Applicant Tracking Systems (ATS) and recruitment technologies.

Responsibilities

  • Champion the SEIU Recruitment Process
  • Serve as a visible and consistent champion of the standardized SEIU Recruitment Process statewide.
  • Reinforce recruiter-led hiring and maintain Recruitment as the primary point of contact for all candidates.
  • Educate and guide hiring managers on recruitment timelines, structured interviews, equitable decision-making, and compliance requirements.
  • Ensure consistency, transparency, and integrity throughout every stage of the hiring lifecycle.
  • High-Volume Full-Cycle Recruitment
  • Independently manage multiple concurrent requisitions from intake through accepted offer.
  • Conduct intake meetings to align on role requirements, hiring timelines, and sourcing strategies.
  • Post jobs, source actively and passively, screen resumes, conduct recruiter interviews, and coordinate structured interview processes.
  • Present offers, conduct offer negotiations, and prepare and deliver offer letters.
  • Build and maintain strong, diverse candidate pipelines to support current and future hiring needs.
  • Performance Metrics & Accountability
  • Maintain an average Time-to-Fill benchmark of 45 days or less across assigned requisitions.
  • Proactively audit open requisitions to prevent stagnation.
  • Ensure no requisition remains open beyond 90 days without documented review, escalation, or closure.
  • Partner with hiring managers to resolve delays and implement corrective action plans when necessary.
  • Track pipeline conversion rates and candidate flow to improve efficiency and quality.
  • Hiring Manager Partnership & Consulting
  • Act as a consultative partner to hiring managers, providing labor market insights and strategic sourcing recommendations.
  • Set realistic expectations around timelines, candidate availability, and market conditions.
  • Guide managers in building inclusive interview panels and equitable selection processes.
  • Provide clear candidate assessments and hiring recommendations.
  • Data, Reporting & Systems Discipline
  • Maintain accurate and audit-ready records in the Applicant Tracking System (ATS).
  • Track and report key recruitment metrics, including: Time-to-Fill Aging Requisitions Pipeline Volume Candidate Conversion Rates Diversity Outcomes
  • Contribute to weekly recruitment reporting and dashboard updates.
  • Use data to identify bottlenecks and recommend process improvements.
