As an HSE Specialist you will be responsible for implementing and maintaining systems to meet environmental, health and safety regulations/performance for ethanol production facility. You can help achieve this goal if you can: Ensure implementation and keep current of process and procedures to maintain compliance with all applicable local, state and federal regulations and permits under OSHA, TTB, FRA, EPA and state environmental agencies. Implement facility’s Emergency Action Plan (EAP), Integrated Contingency Plan (ICP), Spill Prevention, Control and Countermeasures (SPCC), and Risk Management Plan (RMP). Maintain facility’s commitments under the sites Air, Appropriations, NPDES, and Waste permits and complete multi-media responsibility for task driven commitments. Establish and maintain relationship with local fire departments and response organizations to facilitate their participation in the Facility Response Plan. Maintain and ensure implementation of Process Safety Management (PSM). Ensure implementation of Safe Work Practices (SWP), including providing training and making required changes. Implement site security plan. Ensure Fugitive VOC emissions compliance, maintain LeakDAS inventory and conduct monitoring as necessary. Work with other departments to ensure completion of Title V compliance tasks (insepctions, logs, etc.). Implement tasks defined on Environmental Health and Safety Routine Duties Calendar, ensuring 100%25 compliance. Maintain Environmental Health & Safety policies and procedures. Maintain Chemical Management System, including driving change as necessary and accountability for budget and relationship management. Maintain compliance data systems, providing clear, timely access to information for routine reporting. Provide support to the site’s Safety Committee Chairperson and team as well as the Hazard Recognition Inspection Team (HRIT). Maintain Environmental Health & Safety policies and procedures by reviewing and making changes as necessary, in conjunction with HSE Manager. Maintain chemical management system including safety data sheets and chemical approval process. Maintain site portable gas meters and conducts monthly calibrations, repair as necessary and track calibrations. Ensure Industrial Hygiene testing is conducted and coordinate sampling and training with contractor. Ensure systems are in place to provide required compliance and site’s performance for all areas of responsibility. Develop training schedule and provide self-performed training. Maintain HSE training calendar. Maintain all required materials and any vendor contracts for EH&S training. Coordinate Confined Space Rescue training. Conduct new hire and refresher safety training, per the VRF training matrix, and ensure documentation of records. Ensure training is conducted according to the EAP/FRP, SPCC and RMP. Maintain Powered Industrial Trucks (PIP) training program and coordinate with outside contractor. Ensure all required compliance and performance audits are performed. Complete tasks required for regular audits of permits, regulations and plant performance criteria. Conduct inspections as required per SPCC, FRP, and EAP. Communicate any compliance issues found during audits and walkthroughs and communicate to appropriate persons. Ensure inspections of plant equipment is completed and documented (fall protections, slings, ladders, etc.). Participate in incident investigations as required. Track leading and lagging indicators for environmental health and safety and health performance. Relocation assistance is available. This position is salaried exempt status, which means you are not eligible for overtime pay.

Requirements

  • High School diploma or GED required.
  • A minimum of three years of experience in operating industrial facility with exposure to/involvement in safety or environmental programs required.
