Requirements

  • 3 yrs. exp. in human resources.
  • -Or completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.
  • -Or 1 yr. exp. as Human Capital Management Analyst, 64612.
  • -Or equivalent of Minimum Class Qualifications For Employment noted above.

Responsibilities

  • Requires thorough knowledge of human resource functions, civil service laws, rules, policies, and procedures
  • Serves as the payroll coordinator for assigned areas which includes institution(s), Operations Support Center and the Division of Parole and Community Services
  • Coordinates comprehensive payroll and timekeeping including but not limited to OAKS payroll timekeeping and labor and Kronos timekeeping
  • Oversees payroll officers in assigned area(s) to ensure timely and accurate processing of payroll
  • Conducts and identifies payroll training for payroll officers and applicable staff
  • Creates/modifies job aids to assist with payroll processing
  • Conducts and/or arranges additional payroll training opportunities (e.g., new payroll officer training, refresher training, on-the-job training, in service and annual training)
  • Ensures and/or provides coverage of payroll for emergencies, extended absences and/or vacancies
  • Completes daily quality checks of payroll reports and works with payroll officers to verify completion of reports and ensures accuracy of processing, specifically during pay processing weeks
  • Monitors pay rules, employment terms and performs bi-weekly audits to ensure compliance of all applicable policies, collective bargaining unit agreements and state and federal laws
  • Provides guidance and information to management and staff regarding HR policies and procedures, bargaining unit agreements and Ohio Civil Service Laws/Rules
  • Implements grievance settlement agreements, arbitration awards, and civil lawsuit settlements involving but not limited to back pay awards, leave balance adjustments, and/or employee history modifications
  • Manages and monitors pay supplements, step entries and dates and prior service and works with applicable staff including DAS with updates and/or corrections
  • Assists off-work specialists with processing claims, benefits and transitional work programs for OSC off-work specialist; manages and maintains Fair Labor Standards Act (FLSA) overtime exemption status and runs bi-weekly reports to verify accuracy and makes corrections as needed
  • Provides analytic observations recommendations based on identified trends and/or discrepancies via developing and running reports, collecting and manipulating data, analyzing trends from various audits including monthly audits of supplemental pay received by employees to manage over and under payments, to ensure policies and practices are followed and adjust as necessary
  • Performs related duties including but not limited to preparing reports and correspondence
  • Maintains and/or oversees payroll files and other HR records
  • Ensures files are retained and disposed of in accordance with record retention schedules
  • Monitors OPERS electronic contributions
  • Coordinates data for ACA and other audits
  • Assists in gathering documentation for audits, grievances, lawsuits and requests for public information
  • Attends meetings, training sessions and conferences
