About The Position

Primary Purpose: Administer and coordinate the district’s employee benefits and leave programs to ensure compliance with federal and state regulations, including the Family and Medical Leave Act (FMLA), Texas Education Code, Americans with Disabilities Act (ADA) , and other applicable laws. Provide accurate guidance and responsive customer service to employees regarding benefits enrollment, leave eligibility, and related policies; maintain confidential records; and support the district’s mission by ensuring staff have timely access to benefits and leave resources that promote employee well-being and organizational effectiveness.

Requirements

  • High school diploma or GED
  • Knowledge of administration of leave programs and applicable laws
  • Ability to interpret and disseminate information to individuals and groups
  • Effective communication and interpersonal skills
  • Proficiency in keyboarding and file maintenance
  • Ability to use software to develop spreadsheets, databases, and do word processing
  • Knowledge of basic accounting principles
  • 5 years of experience in human resources, insurance, or closely related field

Responsibilities

  • Leave Administration
  • Process all long-term absences according to established guidelines including determining eligibility for various leave programs (e.g., family medical leave and temporary disability leave) and providing employees with appropriate and timely notice.
  • Counsel with employees and supervisors concerning leave benefits and provide employees with accurate information related to absences such as deductions from pay, medical certification requirements, return-to-work dates, and fitness-for-duty requirements.
  • Work cooperatively with payroll department and risk management to process and coordinate all employee leaves and absences, including those relating to workers’ compensation claims.
  • Work with campus and departmental administrative staff to process daily absence reports.
  • Assist with employee orientation program and present information on leave benefits.
  • Benefits Administration
  • Administer employee benefit programs such as group health insurance, dental, life, and medical reimbursement.
  • Handle employee benefit inquiries and complaints to ensure quick, equitable, and courteous resolution.
  • Act as liaison between employees and insurance carrier’s claims office and resolve administrative problems with insurance carrier representatives.
  • Provide timely notice to employees under the requirements of the Consolidated Omnibus Budget Reconciliation Act (COBRA), Health Insurance Portability and Accountability Act (HIPAA), and Affordable Care Act (ACA) including issuing certificates of coverage for all medical plans for all terminated employees and dependents.
  • Assist in conducting benefits orientation meetings and enrollment of new employees in benefit plans.
  • Assist with annual open enrollment process, including making group presentations and preparing, distributing, and receiving materials and forms.
  • Process all employee benefit enrollment and change forms within required time limits to meet payroll deadlines.
  • Workers’ Compensation and Catastrophic Sick Leave Bank Duties
  • Administer the district’s workers’ compensation program in compliance with the Texas Workers' Compensation Act, including timely injury reporting, coordination and claim management with the district’s third-party administrator, Claims Administrative Services (CAS), and monitoring return-to-work processes.
  • Coordinate leave benefits related to on-the-job injuries and catastrophic medical conditions, ensuring proper alignment with the Family and Medical Leave Act and district policy.
  • Manage the Catastrophic Sick Leave Bank process, including eligibility verification, documentation review, committee coordination, and confidential communication of approval decisions.
  • Records, Reports, and Correspondence
  • Prepare correspondence, forms, and reports according to district standards and requirements.
  • Track absence data and provide campus principals, other department heads, and others with trend reports.
  • Maintain employee leave records, including confidential medical information in accordance with federal and state laws and regulations and district policies and procedures.
  • Prepare and verify monthly premium statements for all group insurance policies.
  • Balance and submit billing statements to accounting for payment.
  • Maintain all benefits-related records including statistical data relative to premiums and cost.
  • Assist with required data entry and preparation of reports.
  • Assist with preparation of benefits handbook, including word processing, coordinating printing, and distribution.
  • Maintain and distribute insurance forms and supplies to campuses and other district buildings.
  • Compile, maintain, and file all reports, records, and other documents as required.
