About The Position

This is an internal recruitment open to all current regular, trial service and limited duration employees of Multnomah County who are in paid status, on approved leave, or on an active recall list. Temporary and on-call employees in Local 88 may apply for an internal recruitment if they were hired through a competitive, civil service process. Temporary and on-call employee who are not in Local 88 may apply for an internal recruitment if all of the following conditions are met: The employee was hired into the current temporary or on-call position via a competitive recruitment and selection process consistent with the county's Personnel Rules; The employee has worked in an on-call and/or temporary capacity at least five hundred (500) hours within twelve (12) months preceding the date of application; The recruitment is for a position in their current department; and The recruitment will not result in a promotion to a job class with a higher maximum salary rate. The Department of Community Justice (DCJ) Human Resources Team is seeking a Human Resources Leave of Absence/Workday Analyst (Human Resources Analyst 1). This position provides professional and technical support in a variety of Human Resources areas including operations, administration, payroll, leaves, policies and procedures, labor contract interpretation, and Workday support. The DCJ Human Resources Team is currently made up of twelve professionals. The team values customer service, teamwork, collaboration, continuous improvement, partnering, and workforce strategic planning for the Department. In this role, you will partner and collaborate with HR Business Partners, DCJ managers, union leadership, employees, labor relations, Multnomah County's Central Human Resources and other business partners that support the vitality of the County's workforce.

Requirements

  • Equivalent to a Bachelor's degree with major course work in Public Administration, Human Resources Administration, Business Administration, or a related field. In lieu of a degree, we will consider equivalent related working experience, training and/or practical experience.
  • One year of increasingly responsible administrative support experience in human resources.
  • Must pass a thorough background investigation which includes, but is not limited to a review of applicant’s criminal, civil, driving, military, educational and employment history prior to employment.

Nice To Haves

  • Intermediate level experience with Workday.
  • Experience with FMLA/OFLA, Workers' Compensation and other leaves.
  • Experience interpreting and applying collective bargaining agreements, wage and hour laws, and personnel rules.
  • Advanced level training & experience with Google (e.g. Gmail, Google Docs, Google Sheets, Google Slides, Google calendar etc.).
  • Advanced level with Microsoft Office Suite (e.g. Word, Excel etc.).
  • Experience maintaining confidentiality and sensitivity of information encountered through job related activities and actions to employee records.
  • Experience working in a law enforcement, criminal justice, or corrections environment.

Responsibilities

  • Coordinate with and act as a liaison between DCJ employees/managers and Central Leave Administration and Risk Management for all leave related matters including, but not limited to, FMLA, OFLA, PLO, WAPL, and workers compensation.
  • Monitor leave deadlines and employees return to work.
  • Administer DCJ’s non-occupational light duty assignment policy.
  • Review and audit time/payroll entries for employees as needed; run and review time entry reports, and communicate to employees and manager/ supervisors as needed.
  • Workday position management, job changes and compensation changes as needed.
  • Provide follow-up on Workday inquiries; consult with HR Business Partners to address complex issues as needed; consult with the Workday Admin team for problem solving and to identify enhancements to process functionality or reconfiguration suggestions.
  • Analyze and research questions related to leave, compensation and other employee related topics based on records from Workday or other resources.
  • Collect and analyze data; compile and generate reports for the HR Manager.
  • Research labor contracts, Personnel Rules, Administrative Guidelines, employment laws and regulations to respond to managers/supervisors, and employees’ requests or complaints.
  • Counsel employees concerning dates of hire/ term, FTE changes and other topics as posed by inquiries received; answer questions and communicate how changes in status affects areas such as vacation accrual, benefits, over or under payment, etc.
  • Research and respond to questions received regarding seniority questions, step increases or other topics from employees, managers or Labor Relations.
  • Participate in team or group events including HR Operations meetings, project planning meetings, committees, etc. to support DCJ and County needs.
