About The Position

Thistle Farms is a nonprofit social enterprise dedicated to helping women survivors of trafficking, prostitution, and addiction heal and thrive. Through a two-year residential program, social enterprise employment, and a national network of sister programs, Thistle Farms exists to light the way home for women who have experienced significant trauma. The Senior Manager of Human Resources plays a critical role in stewarding this mission internally by ensuring that our people systems are strong, compliant, and supportive of a trauma-informed workplace. This leader oversees the operational execution of the complete employee lifecycle at Thistle Farms, including talent acquisition support, onboarding, payroll data governance, performance management processes, benefits administration, compliance execution, and offboarding. This role ensures that HR systems operate consistently, compliantly, and efficiently while partnering closely with the Director of People & Culture on strategic workforce planning and high-risk employment matters. The Senior Manager is responsible for the day-to-day administration and implementation of HR policies and processes across all jurisdictions in which the organization operates.

Requirements

  • 5–7 years progressive HR leadership or senior generalist experience
  • Demonstrated experience overseeing payroll governance and HRIS systems (Paycom preferred)
  • Strong working knowledge of ADA, FMLA, DOL wage and hour regulations, OSHA standards, and multi-state employment compliance
  • Experience supporting year-end payroll and benefits reporting processes
  • Strong analytical, organizational, and communication skills
  • Strong experience with Microsoft 360
  • High emotional intelligence and sound judgment in employee relations matters
  • Prolonged periods of sitting and working on a computer
  • Ability to attend in-person meetings and trainings as required
  • Ability to navigate office and program facilities as needed

Responsibilities

  • Employee Lifecycle Leadership Directly oversee and execute all stages of the employee lifecycle from recruitment through separation
  • Ensure HR systems are implemented consistently across departments
  • Maintain documentation integrity and compliance standards
  • Talent Planning & Recruitment Support leadership with workforce planning processes
  • Ensure compliant hiring and classification practices
  • Maintain accurate job descriptions and pay grade documentation
  • Ensure compliance with FLSA and applicable wage and hour laws
  • Onboarding & Integration Manage onboarding systems and employment documentation compliance
  • Ensure I-9 documentation and employment eligibility requirements are met
  • Maintain required policy acknowledgments and personnel file accuracy
  • Oversee benefits enrollment coordination and new hire orientation processes
  • Payroll Oversight & HRIS Governance Oversee payroll data accuracy in partnership with Finance
  • Review and approve payroll-related personnel changes
  • Ensure proper exempt/non-exempt classifications under DOL regulations
  • Monitor PTO and leave accrual accuracy
  • Maintain payroll documentation and audit readiness
  • Year-End Reporting & Regulatory Compliance Partner with Finance to support year-end payroll reconciliation
  • Ensure ACA eligibility tracking accuracy
  • Support payroll-related audit documentation requests
  • Maintain compliance documentation for benefits programs (401k, Section 125, COBRA, etc.)
  • Employment Law & Multi-State Compliance Ensure compliance with ADA, FMLA, DOL wage and hour regulations, OSHA standards, and all applicable federal, state, and local employment laws
  • Administer interactive ADA accommodation processes
  • Manage FMLA eligibility determinations, documentation, and tracking
  • Maintain OSHA recordkeeping and workplace safety documentation compliance
  • Monitor multi-state employment law requirements and recommend policy updates
  • Performance Management & Employee Relations Conduct workplace investigations, escalating complex investigation to the Director
  • Coach managers on routine performance management and corrective action processes
  • Prepare documentation for disciplinary actions and terminations
  • Promote equitable and trauma-informed management practices
  • Total Rewards & Retention Administration Administer benefits programs and support open enrollment logistics
  • Support compensation band documentation and pay alignment processes
  • Monitor retention data and workforce metrics
  • Provide reporting insights to the Director of People & Culture
  • Separation & Offboarding Oversee termination processes and final pay compliance
  • Conduct exit interviews and summarize trends
  • Track turnover metrics and provide retention insights
  • Strategic Partnership with Director of People & Culture Provide operational reporting on compliance, payroll accuracy, and retention trends
  • Escalate complex investigations, high-risk terminations, and policy exceptions
  • Support execution of compensation philosophy and workforce planning initiatives
  • Assist with regulatory monitoring and policy updates
