About The Position

The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. North Florida Evaluation and Treatment Center (NFETC) is a 216 bed, all male, forensic, mental health rehabilitation facility. The Center is located in northeast Gainesville, Florida on 639 picturesque acres with regular sightings of deer, turkey, and other wildlife. NFETC employs a variety of entry level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists. This is a highly responsible and professional position serving as a Human Services Program Specialist within NFETC. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. Requirements

  • Knowledge of social, economic, rehabilitation or health care service objectives.
  • Knowledge of methods of compiling, organizing and analyzing data.
  • Ability to develop manuals, policies, procedures, standards and rules.
  • Ability to develop methods for monitoring and evaluating quality of service and compliance with rules, policies and statutes.
  • Ability to review and evaluate plans and programs.
  • Ability to identify improvements and adjustments needed to insure program effectiveness and efficiency.
  • Ability to establish and maintain liaison with other agencies.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • A bachelor's degree from an accredited college or university is preferred and four years of professional experience in health, social, economic or rehabilitative programs.
  • A master's degree from an accredited college or university can substitute for one year of the required experience.
  • Professional experience as required above can substitute on a year-for-year basis for the required college education.

Responsibilities

  • Work in conjunction with IT to manage NFETC intranet site. Facilitate data displays on intranet site as well as signage televisions located around the facility.
  • Manage the Center's policy, procedure and forms processes. Maintain awareness of all CFOPs that relate to forensic mental health and facilitate adjustment to Center procedures as indicated.
  • Act as NFETC's liaison to the Commission on Accreditation for Rehabilitative Facilities (CARF). Organize and manage Centers efforts to maintain ongoing CARF accreditation.
  • Work in conjunction with Director of Staff Development and Training to develop and deliver educational materials for staff training purposes as indicated.
  • Participate as team member and facilitator of Quality Management Team. Assist in preparation of quality management reports. Represent department during other committee meetings as indicated.
  • Facilitate Center strategic planning efforts. Aggregate information for analysis, assist in querying staff, facilitate exercises to identify strategic goals and objectives, develop and maintain reporting system. Provide consultation to project teams in implementing quality management practices and assignments.
  • Manage Center survey processes to include Staff Satisfaction and Partners (families, judiciary, case managers) surveys. Send surveys at designated intervals, manage data, and report results to appropriate management teams. Lead improvement efforts based on results as indicated.
  • Act as QM's liaison to Environmental, Health & Safety in regard to Disaster Preparedness, Continuity of Operations Plan (COOP), and Safety and Sanitation surveys.
  • Performs other related work as required.
