ANSER is seeking an Industrial Base Technical Analyst to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). The IBAS program is dedicated to ensuring that the Department of Defense is positioned to effectively address industrial base issues and support the National Security Innovation Base. In this role you will be part of a high-powered team that researches and analyzes strengths, weaknesses, threats and opportunities within the global defense industrial base; recommends relevant prototyping efforts; crafts relevant acquisition documents; evaluates proposed efforts; monitors program execution; conducts outreach efforts; and conducts site visits and strategic communications operations as required. This position is to work either onsite at the Mark Center in Alexandria, VA or telework in the National Capitol Region.

Requirements

  • Must possess an active SECRET security clearance with the ability to obtain and maintain a TOP SECRET clearance.
  • Bachelor’s degree in Business Management, Project Management, Industrial Engineering, Manufacturing Engineering, or similar.
  • 5+ years of hands-on experience in manufacturing, research, development, test, and evaluation (RDT&E) with a focus on analyzing the defense industrial base.
  • Demonstrated experience with direct engagement with military hardware/software development or sustainment from a U.S. Military Service, Major Command, OSD-level staff, or a defense industrial firm.
  • Demonstrated expertise navigating the DoD acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process to identify and mitigate industrial base risks.
  • Exceptional analytical and communication skills, with the ability to distill complex industrial base issues into clear, concise written reports and oral presentations for senior leadership.
  • A proven ability to work effectively within a high-tempo, team-oriented environment, contributing to collaborative problem-solving while maintaining a high degree of professional poise.
  • Expertise with modern office tools, including the Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint).

Nice To Haves

  • Demonstrated experience operating within the Office of the Secretary of Defense (OSD) or a similar senior, strategic-level staff environment
  • Proven ability to effectively brief, interact with, and provide counsel to senior military leaders, including Flag and General Officers
  • Expertise in applying systems engineering concepts and methodologies to solve complex technical and programmatic challenges
  • Experience leading the on-site implementation of project plans and ensuring objectives are met
  • Professional certification as a Project Management Professional (PMP) or a recognized equivalent
  • Certification in Lean Six Sigma (Green Belt or higher) with a track record of driving successful process improvement initiatives

Responsibilities

  • Serve as a key advisor to the government.
  • Actively analyze project proposals, providing data-driven recommendations on the best course of action for implementation including a continuous cycle of evaluating project feasibility, assessing technical capabilities, identifying potential funding sources, and developing implementation strategies for leadership.
  • Drive the success of the project by managing schedules, de-conflicting with mission partners, and providing consistent, detailed oversight of performer progress.
  • Act as a key communication hub for the office representing government interests in both virtual and in-person meetings, where you'll be responsible for documenting meeting minutes and action items.
  • Draft high-quality briefings, official correspondence, and analytical products in response to internal and external taskings, ensuring information flows seamlessly across a geographically dispersed team.
  • Exemplify the highest standards of professional conduct, operating as a trusted and integrated team member while ensuring all final decisions and commitments are made exclusively by government personnel.
