About The Position

The Bureau of the Comptroller and Global Financial Services Charleston (CGFS), Department of State (DoS) has a requirement for an Accounts Receivable Financial Analyst to perform accounting, reconciliation, collections, data entry, systems analysis and support services in the area of the Accounts Receivables Branch. This role also serves as the section’s Team Lead. The Bureau of the Comptroller and Global Financial Services (CGFS), Department of State (DoS), Charleston, SC requires the contractor to provide Business Process Analyst (BPA) services in the Information Systems Security Office (ISSO). ISSO is responsible for the development and implementation of the information systems security program and the integrity and availability of all DoS networks at CGFS. All personnel must be able to either possess or obtain a security clearance of Top-Secret, to be issued by Department of State, Diplomatic Security. Important note to consider: A TOP-SECRET clearance will open a lot of doors for your career in the Government to include possibilities of being hired directly.

Requirements

  • Four-year degree from an accredited university or college in computer science or a related field.
  • Six years’ experience with computer systems analysis or design.
  • Experience and education or certifications may be substituted for education or degree type
  • Position requires Top Secret Security clearance or qualify for a clearance.
  • Assessing new or modified technical capabilities for information technology operations
  • Perform systems design
  • Implementing controls, processes, and software
  • Resolve systems and productions issues
  • Ability to communicate technical and non-technical information clearly (orally and written)
  • Knowledge of and experience on Windows 11 or more recent elaborations workstation in a Windows Network environment
  • Experience with PC workstation operations including word processing, spreadsheets, electronic mail, and Windows 11 or more recent elaborations internals such as Registry Changes.

Nice To Haves

  • Experience in accounting systems, practices and procedures is desirable
  • Good understanding of government accounting and standard General Ledger requirements is desired
  • Experience providing senior accountant services to DoS financial service organizations
  • Experience providing leadership to less experienced team members in the areas of training, work product review, consultation and problem solving.
  • Functional expertise and experience in Federal Accounting Operations, policies, practices, reporting, and business process/requirements is desirable and may be substituted for the IT experience.
  • Ability to acquire in-depth understanding of the function and/or the automated systems that support the business process or task.

Responsibilities

  • Provision, maintain, and review access permissions for financial and administrative applications
  • Create and maintain user accounts for CGFS financial systems
  • Manage the creation, maintenance, and distribution of peripheral devices
  • Store, track, and distribute ClassNet thick-client hard drives
  • Perform equipment encryption and ensure compliance with Department of State security requirements
  • Maintain PIV exclusion lists and associated access documentation
  • Support internal and external access management audits and compliance reviews
  • Assess and implement security controls, processes, and software enhancements
  • Troubleshoot and resolve access-related and system security issues
  • Other duties as assigned.
