About the position

The position manages and oversees a major information technology system, group, or program including staff and contract resources. It involves planning, designing, and coordinating the maintenance of complex infrastructure systems or computerized data processing and applications systems for large, multi-departmental or county-wide functions. The role acts as a project/team leader and technical expert in assigned areas of responsibility, overseeing major information technology initiatives. This class is distinguished from the Information Technology Analyst IV by its responsibility for a major section, program, or initiative with a high level of independence and significant resource management. The position receives direction from an Information Technology Manager, the Assistant Director, or Chief Information Officer and may supervise lower-level information technology professionals.

Responsibilities

  • Coordinate the organization, staffing, and operational activities for assigned information technology programs, initiatives, and projects.
  • Participate in the development and implementation of goals, objectives, policies, and priorities related to information technology.
  • Oversee, coordinate, and participate in organizational, operational, and procedural analyses for potential or updated computerization.
  • Consult with customer/user departments on the feasibility of converting systems to computerized applications.
  • Direct, coordinate, and review the work plan for assigned Information Services activities.
  • Oversee and coordinate the implementation of information technology projects.
  • Participate in the development, preparation, and maintenance of the information technology strategic plans.
  • Select, train, motivate, and evaluate Information Services personnel.
  • Participate in the development and administration of assigned program budget.
  • Provide staff assistance to higher-level management staff.
  • Maintain professional knowledge in applicable areas and keep abreast of changes in job-related rules, statutes, laws, and new business trends.

Requirements

  • Bachelor's degree from an accredited college or university, preferably in Information Technology or related field.
  • Six (6) years of information technology systems and/or application development and support experience.
  • Two (2) years of project lead or supervisory responsibility.

Nice-to-haves

  • Technical certifications demonstrating expertise in specific bodies of knowledge.
