Our US East region is looking for an Infrastructure Technical Director to drive delivery and growth of our digital infrastructure work. In this position, you will guide multi‑disciplinary teams through the successful execution of complex terrestrial and marine infrastructure survey and installation projects. You will be at the forefront of shaping project strategy, driving delivery in alignment with Earned Value principles, and ensuring technical excellence at every stage—from early planning through construction. As a trusted leader, you will oversee the development of Plans of Work, Desktop Studies, Permit Feasibility Assessments, and multi‑disciplinary technical reports that support permitting pathways and project execution. You will direct the preparation and refinement of designs, specifications, schedules, and documentation while establishing clear Work Breakdown Structures that enable measurable performance tracking and proactive change management. Your ability to partner with project controls teams will be essential in steering the financial and schedule health of your projects, enabling rapid, informed decision‑making that keeps delivery on course. This role also offers the opportunity to cultivate and strengthen relationships with clients, regulatory agencies, and technical specialists while managing diverse stakeholders toward shared project outcomes. You will champion risk assessment and mitigation strategies that safeguard project success, and you’ll help drive the continued expansion of our digital infrastructure market share for clients across North, Central, and South America. Working with an energetic and high performing team, this position offers a variety of work and will see you involved in:

Requirements

  • Bachelor's in Science or Water Resources
  • Minimum of 15 years for major infrastructure projects and government policy
  • International offshore project delivery (design-build, progressive design build, etc.) required
  • Experience in developing major project deliverables to support permitting efforts including Environmental Impact Assessments, Studies, and Reports.

Responsibilities

  • Project Resource Management: Negotiate and manage deployment of project resource budgets, providing forecasts and presenting variances with narrative at appropriate review points to ensure effective utilization.
  • Project Governance: Clarify roles and responsibilities within the project team and ensure project compliance with the organization's wider program and/or portfolio management decision-making structures and processes.
  • Project Risk and Issue Management: Ensure that risks, issues, dependencies, and constraints are managed appropriately at project level. Where risks or issues threaten delivery of the project, develop and agree on recovery plans.
  • Portfolio Management: Initiate and lead the governance and delivery of a program or group of significant projects within a function, using an appropriate project management methodology to give assurance that intended outcomes are identified and achieved.
  • Project Team Management: Lead large project and program teams (or multiple small- to medium-sized teams); define the project/program vision, communicate the necessary outcomes, and provide guidance to achieve these outcomes; manage resources across projects/programs; negotiate the flow of additional team members on and off the team, as needed; and build the capability of the team through training, coaching, and mentoring.
  • Personal Capability Building: Act as subject matter expert in an area of technology, policy, regulation, or operational management for the team. Maintain external accreditations and in-depth understanding of current and emerging external regulation and industry best practices through continuing professional development, attending conferences, and reading specialist media.
  • Project Benefit Realization: Develop and manage the delivery of a plan to evaluate and track business benefits and to identify actions needed to maximize them.
  • Enterprise Business Analysis: Interpret the business need and identify solution recommendations to business problems at a business unit level.
  • Project Scope Definition: Lead the planning and delivery of a wide range of information gathering and stakeholder consultation activities and specify, negotiate, and agree on program and project deliverables, ensuring integration across the program.
  • Stakeholder Management: Develop and implement stakeholder engagement strategies and plans across the program to identify relevant stakeholders, to create mutually supportive working relationships, and to ensure that each stakeholder has an appropriate share of voice at both project and program levels.
  • Leadership and Direction: Identify and communicate the actions needed to implement the function's strategy and business plan within the business area or department; explain the relationship to the broader organization's mission, vision, and values; motivate people to commit to these tenets and do extraordinary things to achieve local business goals.
  • Project Assurance: Manage the delivery of assurance reviews within a project, enable the delivery of assurance reviews by independent third parties, and take appropriate action to resolve any issues identified, to give senior stakeholders confidence that the project can deliver according to time, budget, and quality.
