Independently programs, installs, troubleshoots, repairs & maintains complex traffic signal & Intelligent Transportation System (ITS) devices (e.g., cellular modems, wireless radios, fiber optic equipment, side fired radar detection, Dynamic Message System (DMS), freeway surveillance cameras, ramp meters, Highway Advisory Radio (HARs), truck parking systems, Destination Dynamic Message Signs (DDMS), variable speed limits, flashing beacon systems, queue warning signs, railroad & emergency vehicle preemption, connected vehicle infrastructure, Multi-Modal Intelligent Traffic Signal Systems (MMITSS), Road Weather information System (RWIS), tunnel fire alarm & notification systems); utilizes computer & related software (e.g., Centracs, Milestone, Vanguard), diagnostic test equipment & other various tools (e.g., Optical Time Domain Reflectometer (OTDR), copper network qualification & certification testers, Optical Power Meter (OPM)) & basic network troubleshooting (e.g., ping, Internet Protocol (IP) address changes) for remotely monitoring traffic signal & ITS systems & to gather data (e.g., error logs, performance metrics, signal event & fault reports); develops a basic understanding of relative Ohio Revised Code (ORC) sections, Ohio Manual of Uniform Traffic control Devices (OMUTCD) manual & Traffic Engineering Manual (TEM) to ensure compliance & public safety (e.g., motorists, pedestrians, cyclists); monitors & verifies traffic signal system & ramp meter (e.g., adaptive, traffic responsive, time-based) are synchronized, communicating & functioning as designed & makes necessary adjustments; may act as lead worker (i.e., provides work direction & training) over lower-level Signal Technician(s) &/or other employees assigned to work crew in maintenance, rebuilding, repair & installation of traffic signals, highway lighting & related electrical items; operates state vehicle to travel to worksites to complete work & transport equipment; operates equipment (e.g., bucket truck) to inspect & maintain roadway information systems. Reviews construction plans to ensure that proposed work complies with departmental standards; conducts final inspections of complex traffic signal systems & components installed by contractors; develops &/or creates punch list of items to be addressed after inspection; gathers data, prepares documentation & maintains files for “as built” construction plans, cabinet drawings, timing charts & maintenance records using a computer & related software (e.g., Centracs, Milestone, Vanguard); verifies/certifies timing records, monitor test reports, etc. for public records requests &/or court hearings; reviews materials & catalogs describing traffic control devices & gives recommendations to management; stays abreast of new technologies & industry standards; provides oral &/or written reports to supervisors based on testing & field conditions; calculates quantities & prepares work orders &/or plans for replacement of deficient equipment; performs minor repairs & maintenance; reports defective equipment problems & completion of projects to supervisor; references & reviews user guides &/or manuals for instructional or troubleshooting purposes. Operates computer &/or mobile devices & related software (e.g., ServiceNow, Collector) to enter, maintain & retrieve data (e.g., charges items out by code; keeps track of vehicle miles; completes inspection reports on traffic control devices, completes daily maintenance records; maintains material inventories; places orders & makes necessary purchases when directed); assists shop clean up, attends meetings & trainings as directed, & provides direction &/or input based on departmental standards.
