About The Position

DHHS is seeking a detail-oriented IT Analyst II to join the Children and Family Services (CFS) Data and Analytics team. In this role, you will help manage and enhance data systems that support Nebraska’s child welfare programs. You will design, maintain, and analyze databases, build dashboards that inform decision-making, and support accurate state and federal reporting. This position is ideal for someone who enjoys working with data, solving problems, and contributing to better outcomes for children and families across Nebraska. As an IT Analyst II, you will:

Requirements

  • Associate Degree in Computer Science or related field of study and three years related experience or A bachelor’s degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience. Experience may include application programming, software installation and software maintenance, including systems programming, online programming, database design, analysis and programming using IFS and/or SQL/DS and database administration. Any equivalent combination of education and experience will be considered.
  • Knowledge of: database backup and recovery procedures; operating systems and platforms used in organization; commonly used query languages, such as SQL; database management concepts, principles and methods including database logical & physical design, normalization, storage capacity management and backup and recovery; sources, characteristics and uses of the organization’s data assets; data mining and warehousing principles/methods; characteristics of data storage media; data administration and data standardization policies, standards and methods; IT database security principles/methods; technical documentation procedures; project management principles and methods; assigned agency’s IT infrastructure; interrelationships among multiple IT specialties; computer hardware and software, including applications and programming; basic math; principles and processes involved in business and organizational planning, coordination and execution. project management practices; personnel management practices; principles and processes involved in business and organizational planning; administering relational database software; internal system program code and functions within SQL/DS software; capacity planning concepts and processes; SQL language; software product MACRO coding concepts; Network software protocols and products, such as TCP/IP, SNA, APPN, APPC and CM/2; Network hardware component configuration and capabilities (ie: PC's, LAN's, Network connections for hardware, communication lines); Computer Operations duties, requirements and procedures; Network concepts and facilities and hardware components.

Nice To Haves

  • Bachelor’s degree in Computer Science, Information Technology, Data Analytics, or a related field
  • Strong technical skills in SQL, Power BI, and Excel
  • Familiarity with Snowflake, DBX, or similar data warehouse environments
  • Experience designing dashboards and reporting solutions for leadership decision-making

Responsibilities

  • Database Development and Administration Create, maintain, and troubleshoot relational databases to support operational and reporting needs Design and optimize data tables, indexes, and relationships to improve performance and data integrity Implement data quality controls and validation rules within systems
  • Data Extraction and Integration Develop and run SQL queries, stored procedures, and scripts to extract data from N-FOCUS/DBX and other systems Automate extract-transform-load (ETL) processes to ensure accurate and timely data flows Integrate external datasets with internal databases for comprehensive analysis
  • Data Visualization and Reporting Build advanced dashboards and reports using Power BI and Excel Translate complex datasets into actionable insights for executive leadership, field staff, federal agencies, and public stakeholders Incorporate trend analysis and predictive insights into reporting to support proactive decision-making
  • Advanced Data Analysis Conduct statistical and predictive analysis using tools such as R or Python Translate analytical findings into clear business recommendations and technical documentation Support program evaluations through IT-based analytical frameworks
  • Federal and State Reporting Compliance Develop and maintain automated processes for compiling, validating, and submitting federal reports (e.g., AFCARS, NCANDS) Monitor reporting systems for errors, troubleshoot issues, and implement technical solutions to ensure compliance Document technical workflows to support reproducibility and audit readiness
