About The Position

In partnership with stakeholders, the Information Technology Division (ITD) of the North Carolina Department of Health and Human Services (NCDHHS) provides excellence in information technology delivery to enable NCDHHS’ mission and goals. Our team ensures that NCDHHS has consistent, cost-effective, reliable, accessible, and secure technology services. This IT Budget Analyst position is a member of the IT Vendor Management & Finance Operations team. This position reports to the Senior Budget Officer. This role will be responsible for the following: Assists the Business Manager with implementing the annual budgetary functions for the IT Division. Responsible for the development of ad-hoc information and budget reporting mechanisms to support management in short-range and long-range planning. Ensure that proper controls are in place within the general ledger and assists in establishing sound budget practices to lessen potential shortfalls through independent completion of internal and external budget revisions. Reviews and assists in managing revenue accounts with varied and unique funding sources, interacts with the Controller’s Office to effect cost injection and complete month end certification within a timely manner, and is responsible for approving new NCFS Agency Management Units (AMUs). Independently responsible for the division’s cost allocation, which is operated under an administrative Cost Allocation Plan (CAP), with little to no direction, and requires a thorough knowledge of the organization’s accounting and budget procedures.

Requirements

  • Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one year of which should be in a supervisory role, or an equivalent combination of education and experience.

  • Experience in investigating variances in a budget and resolving these discrepancies.
