About The Position

Onset Technologies is seeking a skilled IT Business Analyst to support a technology migration project for the Texas Health and Human Services Commission. The ideal candidate will have experience in requirements elicitation, data mapping, process modeling, and testing of enterprise and web-based applications. This role requires collaboration with both business stakeholders and technical teams to ensure seamless migration of systems, accurate data transformation, and effective process implementation.

Requirements

  • 7+ years of experience in requirements gathering and testing of web-based applications.
  • 5+ years of experience performing data analysis from databases using SQL.
  • 5+ years of experience creating mock-ups for user interfaces.
  • 5+ years of experience developing requirement traceability matrices (RTM).
  • 5+ years of experience writing test cases and test scripts.
  • 5+ years of experience testing batch jobs and web services.
  • Experience in business process analysis, workflow documentation, and process modeling.
  • Strong collaboration and communication skills to work with both technical teams and executive-level stakeholders.
  • Ability to translate business requirements into technical specifications for development teams.

Nice To Haves

  • Experience working on projects following Agile Development Methodologies.
  • Familiarity with state government or healthcare/public sector systems.
  • Experience with data migration projects or enterprise application implementations.
  • Proficiency with diagramming tools such as MS Visio.

Responsibilities

  • Elicit, document, and maintain detailed business and technical requirements for enterprise applications and system migrations.
  • Analyze business systems, processes, and user needs to propose solutions that align with overall business strategy.
  • Perform business process reengineering and identify new applications of technology to improve operational effectiveness.
  • Document current-state (As-Is) and future-state (To-Be) processes, workflows, and technical specifications.
  • Conduct data mapping and transformation activities to ensure accurate migration from legacy systems to new solutions.
  • Identify gaps between legacy functionality/data and the new system; propose solutions including data cleansing and process adjustments.
  • Develop solution options, perform risk analysis, and evaluate financial impacts such as ROI, cost/benefit analysis, and buy/build decisions.
  • Write detailed user needs, program functions, and technical specifications for developers.
  • Create mock-ups for user interfaces and support design validation.
  • Develop requirement traceability matrices (RTM), test cases, and test scripts; support QA and User Acceptance Testing (UAT).
  • Validate migrated data, test batch jobs and web services, and ensure minimal business disruption with maximum data integrity.
  • Facilitate workshops, manage stakeholder expectations, and communicate project progress and risks.
  • Develop user manuals, functional specifications, and training materials for end-users.
  • Support Agile development methodologies where applicable.
