About The Position

The Systems Analyst (Community) supports Resource Center’s Community division across Ryan White and Community Wellness by administering, optimizing, and safeguarding the systems that power client services, eligibility tracking, outreach, and community-based programming. This role serves as the primary systems administrator and data steward for client-facing program platforms, ensuring data integrity, confidentiality, and compliance with federal, state, and county reporting requirements.

Requirements

  • Bachelor’s degree in public health, Social Services, Data Analytics, Information Systems, or related field OR equivalent experience.
  • 3+ years supporting database systems in healthcare, nonprofit, or human services
  • Experience with Ryan White requirements and community-based service models.
  • Experience with ClientTrack or similar CMS/CRM tools.
  • Experience supporting data migration or data exchange with external entities.
  • Experience conducting audits or supporting compliance reviews.

Responsibilities

  • Serve as the primary administrator for core community program systems
  • Configure workflows, permissions, forms, and system settings to align with program operations and regulatory requirements
  • Troubleshoot system issues and coordinate resolution with IT or vendors
  • Document and standardize program workflows related to corresponding programs
  • Support testing and implementation of system updates, enhancements, or workflows
  • Serve as data steward for–protected client information and Community Wellness data
  • Adhere to confidentiality standards, PHI safeguards, and data handling requirements
  • Monitor system permissions and access controls to maintain appropriate access
  • Conduct audits to ensure data completeness, accuracy, and compliance
  • Collaborate with Compliance to resolve documentation gaps and mitigate risk
  • Manage data migration of client data to required county and public health systems
  • Validate data, eligibility documentation, and required fields prior to submission
  • Maintain documentation of submission processes and data exchange standards
  • Develop and maintain reports, dashboards, and queries to support program management, compliance reporting, and funding requirements.
  • Translate program operational needs into structured reporting outputs.
  • Ensure data availability for internal leadership and external funders.
  • Identify trends, gaps, and inconsistencies that may impact funding or compliance
  • Partner with leadership to align systems with evolving program needs.
  • Act as liaison between program teams, IT, and external agencies
  • Support initiatives that impact client data, eligibility workflows, or reporting standards.
  • Develop SOPs for data entry, eligibility documentation, workflows, and system usage.
  • Provide onboarding and refresher training to program staff.
  • Maintain documentation libraries for system configurations and reporting processes.
