About The Position

Since 1985, Albuquerque Health Care for the Homeless has dedicated its mission exclusively to providing services to people experiencing homelessness. AHCH provides a distinctive continuum of integrated care through outreach and site-based services to address the health-related causes and consequences of homelessness. Our vision is to live in a world that is just and without homelessness. The IT Manager leads the daily operations of the Information Technology team at Albuquerque Health Care for the Homeless (AHCH), ensuring that systems are secure, reliable, and responsive to the needs of team members providing care and services. This role oversees IT team members, manages core technology systems, and ensures employees have the tools, access, and support they need to do their work effectively. The IT Manager plays a key role in strengthening AHCH’s cybersecurity posture and ensuring compliance with healthcare privacy and security regulations, including the HIPAA Privacy Rule, HIPAA Security Rule, and the HITECH Act. This position supports continuous improvement in cybersecurity practices while maintaining a high-quality end-user experience across clinical and administrative systems.

Requirements

  • Bachelor’s degree in Management Information Systems, Computer Science, or a related field, or equivalent combination of education and relevant work experience.
  • Minimum of 4 years of experience in IT, systems administration, or technology management, including experience in a healthcare or non-profit setting.
  • At least 2 years of supervisory experience, including project management or project leadership.
  • Strong understanding of healthcare IT, cybersecurity, HIPAA, and HITECH compliance requirements.
  • Demonstrated ability and comfort serving as the organization’s most technically knowledgeable IT professional, with the ability to advise and advance technical decisions, provide guidance to team members, stay current on emerging technologies and best practices, and effectively collaborate with outsourced network or IT consultants as needed.
  • Demonstrated ability to develop, implement, and manage short- and long-term technology, systems, and operational plans.
  • Experience coordinating and integrating computer systems development, enhancements, and modifications across an organization.
  • Proven project management skills with the ability to lead change, drive high performance, and implement innovative solutions.
  • Ability to analyze data and effectively communicate findings and implications to stakeholders.
  • Strong interpersonal, leadership, and communication skills, with the ability to work collaboratively at all levels of the organization.
  • Highly organized with the ability to manage multiple priorities and meet deadlines.
  • Ability to foster an integrated approach to IT and operational decision-making, ensuring technology supports organizational goals.

Nice To Haves

  • Master’s degree in Management Information Systems, Computer Science, or a related field, or equivalent combination of advanced education and relevant work experience.
  • Minimum of 6 years of experience in IT, systems administration, or technology management.
  • At least 4 years of supervisory experience, including project management or project leadership.
  • Experience leading or overseeing an IT department within a Federally Qualified Health Center (FQHC) or other community health setting.
  • Hands-on experience working with an electronic health record (EHR) system, including implementation, optimization, or end-user support.
  • Demonstrated expertise in healthcare IT compliance, cybersecurity, and operational planning in a clinical environment.
  • Experience managing technology vendors, IT budgets, and strategic technology initiatives in a healthcare setting.

Responsibilities

  • Manage the daily operations of the IT department, including supervision, development, and performance management of IT team members.
  • Maintain the security, reliability, and performance of AHCH’s technology systems, infrastructure, servers, and critical applications, including the EHR and pharmacy management systems.
  • Lead cybersecurity initiatives, including monitoring, vulnerability management, safeguards implementation, incident response, and team member training on security best practices.
  • Ensure compliance with healthcare privacy and security regulations, including HIPAA Privacy Rule, HIPAA Security Rule, and HITECH requirements.
  • Develop, implement, and enforce IT policies, procedures, and standards related to data security, privacy, system access, and technology use.
  • Manage and maintain secure backup systems, including on-site, off-site, and cloud-based servers, and develop and test disaster recovery and business continuity plans with routine drills.
  • Oversee user access management, identity controls, and permissions to protect patient and organizational data.
  • Manage IT budgets, vendor relationships, and technology procurement, lifecycle management, maintenance, and planning for future organizational needs.
  • Ensure reliable end-user support, help desk operations, and access to necessary technology tools, systems, and equipment for all team members.
  • Serve as technical lead or project manager for system implementation and improvement projects, collaborating with clinical, administrative, and leadership teams to identify needs and implement solutions that improve efficiency and service delivery.
  • Establish and maintain an IT training program for onboarding, EHR use, cybersecurity, ticketing processes, and other technology topics identified by leadership.
  • Support internal and external audits, risk assessments, and security reviews, ensuring documentation and compliance readiness.
  • Participate as an active, collaborative member of the AHCH leadership team, contributing to organizational planning, strategic decision-making, and cross-departmental initiatives.
  • Comply with all AHCH policies and procedures.
