About The Position

The IT Project Manager</b> is responsible for planning, coordinating, and overseeing complex information technology initiatives supporting the Legacy Analytics Modernization program for the Texas Health and Human Services Commission (HHSC). This role manages project resources, schedules, budgets, and deliverables while ensuring compliance with DIR Project Delivery Framework standards and applicable state and federal requirements. The Project Manager collaborates closely with data architecture, analytics, and business stakeholders to migrate legacy analytics and reporting platforms to modern data management solutions. The position also supports procurement activities, Agile project execution, and risk management across multiple initiatives. This is a senior -level role requiring extensive experience in IT project management and data -focused environments.

Requirements

  • 8 years of IT project management experience.
  • 8 years of experience in the information technology industry, including at least 5 years supporting data management solutions, data analytics/business intelligence, web -based development, or SOA -related environments.
  • 8 years of experience developing clear, concise project documentation.
  • 8 years of experience managing teams through meetings, task assignment, mentoring, facilitation, and training.
  • 8 years of experience monitoring project progress using risk management practices.
  • 8 years of experience keeping leadership informed of project issues and progress.
  • 8 years of expert -level problem resolution experience.
  • 8 years of experience across the full project management lifecycle (PMLC) and software development lifecycle (SDLC).
  • 8 years of experience tracking project budgets and managing actual costs.
  • 8 years of experience leading Agile project sprints, including backlog grooming, sprint planning, daily scrums, retrospectives, and Kanban.
  • Active PMP certification.
  • Excellent written and verbal communication skills.

Responsibilities

  • Plan, manage, and oversee IT projects supporting legacy analytics and reporting modernization initiatives.
  • Collaborate with the Office of the Chief Data Architect and the Office of Data Analytics & Performance to ensure alignment with data integration and reporting objectives.
  • Develop, maintain, and publish project management documentation in compliance with DIR Project Delivery Framework directives.
  • Establish project timelines, work plans, and resource allocations; obtain stakeholder and sponsor approvals.
  • Manage day -to -day project operations, including Agile ceremonies such as sprint planning, daily scrums, and retrospectives.
  • Monitor project progress, identify risks, and coordinate resolution strategies with project leadership.
  • Track project budgets and enter actual costs into project tracking tools.
  • Facilitate communication with IT, business, vendor, and federal stakeholders to ensure project compliance and transparency.
  • Support procurement efforts, including the possible development of RFPs and vendor coordination.
  • Report project status, risks, and issues to leadership and maintain consistent stakeholder communication.
