The Joint Counterintelligence Training Activity (JCITA) is a Department of War joint training organization. JCITA serves as the DoW’s central authority for standardized counterintelligence (CI) training, education, and professional development across the military services, combatant commands, and select interagency partners. Its mission is to develop, deliver, and sustain joint CI training programs that prepare military, civilian, and contractor personnel to detect, deter, and defeat foreign intelligence threats targeting U.S. forces, operations, technologies, and national security interests. JCITA designs and executes advanced, and specialized CI courses covering areas such as counterespionage, insider threat detection, CI collections and investigations, counterintelligence support to operations, offensive and defensive CI methodologies, cyber-enabled threats, and analytic tradecraft. The organization ensures training standardization across the joint force while integrates real-world threat intelligence into curriculum, and maintains alignment with DoW doctrine, policy, and operational priorities. The CI SME (CIRDAC) serves as a senior Counterintelligence instructor and subject matter expert responsible for delivering advanced classroom and practical instruction that prepares CI Agents to independently design, implement, and manage comprehensive CI support programs. Instruction focuses on enabling agents to integrate CI support across Research, Development, and Acquisition (RDA); Supply Chain Risk Management (SCRM); Critical Program Information (CPI); Defense Critical Infrastructure (DCI); Force Protection; and CI Insider Threat program support. The CI SME develops and delivers structured curriculum and scenario-based exercises that replicate real-world program protection and acquisition environments. The incumbent evaluates student performance during complex practical exercises that may exceed eight (8) hours per day and supports training events requiring travel within the National Capital Region (NCR). Instruction emphasizes risk identification, vulnerability assessments, threat analysis, stakeholder engagement, and the integration of CI functions into acquisition and infrastructure protection frameworks. The CI SME (CIRDAC) combines operational expertise, policy fluency, and instructional excellence to ensure CI Agents are fully capable of delivering integrated, compliant, and proactive CI support to critical defense programs and infrastructure.
