About The Position

The Junior FOIA Analyst supports the agency’s Freedom of Information Act (FOIA) program by conducting initial request reviews, performing records searches, drafting response materials, and applying exemptions under supervision. This role follows established procedures, supports senior analysts, and contributes to workflow timeliness and accuracy. The Junior FOIA Analyst ensures compliance with agency guidance and federal FOIA regulations while gaining expertise in FOIA lifecycle processing.

Requirements

  • Experience: At least one (1) year of FOIA processing experience within the last 24 months.
  • Substitution: Additional FOIA processing experience may substitute for formal training.
  • Knowledge & Skills: Basic understanding of FOIA regulations, exemptions, and processing workflows.
  • Familiarity with redaction tools and FOIA/records management systems.
  • Strong writing, analytical, and organizational skills.
  • Attention to detail and ability to follow documented processes.
  • Experience supporting federal programs
  • Familiarity with Privacy Act, PII handling, or records management
  • Exposure to e‑discovery or data search environments
  • Ability to obtain and maintain a federal background investigation or Public Trust clearance.
  • Proficiency in document management tools (e.g., Adobe Acrobat, SharePoint, FOIAXpress, PAL).

  • This position is contingent upon contract award. Employment is not guaranteed and will proceed only if the associated contract is awarded and funded.

  • Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance.
  • Individuals may also be subject to a background investigation including, but not limited to criminal history, employment and education verification, drug testing, and creditworthiness.

Responsibilities

  • FOIA Intake & Initial Review Review incoming FOIA requests for clarity, scope, and adequacy. Validate requester information and determine required actions or referrals.
  • Search & Retrieval Conduct preliminary searches for responsive records across designated systems, databases, and custodians. Assist with documenting search efforts and ensuring search adequacy.
  • Processing & Drafting Review records for relevancy and sensitivity under supervision. Apply FOIA exemptions and redactions in accordance with established guidelines. Draft response letters, records release packets, and supporting documentation.
  • Quality & Workflow Support Follow standard operating procedures (SOPs) for FOIA processing. Contribute to workflow efficiency through accurate tracking, documentation, and adherence to deadlines. Escalate complex issues to senior analysts or supervisors.
  • Compliance & Reporting Maintain compliance with FOIA, Privacy Act, and federal records management policies. Support the maintenance of FOIA logs, case tracking systems, and program metrics.
