About The Position

The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters! The Judicial Division Administrator (working title Judicial Division Director) currently reports to the Chief Deputy Secretary of Community Supervision. Position is responsible for the supervision of the Judicial Division Assistant Director and the operations of the respective division. Each of the divisions consists of approximately 600 employees, primarily certified probation/parole officers and associated support and supervisory staff. Position is responsible for statewide development, implementation, analysis and on-going evaluation of field operations and offender supervision. Position provides direction related to a wide variety of policies pertaining to offender supervision, officer safety, public safety, program services, special operations, human resource management (e.g. disciplinary and employee relations). Position will assist in responding to inquiries from the governor’s office, general assembly staff, legislators, judges, DAC secretary’s office and management within the section. Represents Community Supervision at various committee and counsel meetings. This is an overview and is not a complete list of all duties and responsibilities of the position. The Judicial Division Director (JDD) independently manages all aspects of operations of judicial districts within a judicial division. The JDD is responsible for statewide development, implementation, analysis and on-going evaluation of field operations and offender supervision. Position provides direction related to a wide variety of policies pertaining to offender supervision, officer safety, public safety, program services, special operations, human resource management (e.g. recruitment oversight, employee investigations, disciplinary actions, employee relations). The JDD will assist in responding to inquiries from the governor’s office, general assembly staff, legislators, judges, secretary’s office and management within the section. Position will serve as a member of the Community Supervision leadership team and will represent Community Supervision at various committee and council meetings. Position provides budgetary oversight and fiscal management for the division, reviewing and monitoring budgetary expenditures and providing input for budget adjustment requests. Position may require extensive travel, some overnight. Position holder must be able to legally and safely operate a motor vehicle for job-related purposes, potentially for longer periods of time during both day and night hours and in adverse weather. The below duties are not all-encompassing and others may be assigned. Position will collaborate with the Director of Administration in the areas of human resources, motor fleet management, fiscal control of assets, lease oversight, and budget matters related to the district.

Requirements

  • Understand caseload numbers, the dynamics of various sanctions, and unique needs of individual county courts and districts
  • Understand offender treatment resources available through the communities within the division
  • Have knowledge of operational trends, using data and reports to anticipate and develop proactive responses
  • Be adept at public speaking, conducting meetings and presentations to effectively communicate the department's mission and goals
  • Possess excellent written communication skills
  • Advanced knowledge and understanding of NCVIP processes and related approaches for employee development, including coaching, mentoring, discipline, and accountability methods
  • In-depth knowledge of subordinate staff positions, and DAC/DCS goals, objectives and policy
  • Proven experience applying knowledge of the NC General Statutes, Post-release Supervision and Parole Commission, and Institutions
  • Experience providing budgetary oversight and fiscal management for a work area, reviewing and monitoring budgetary expenditures
  • Demonstrated ability and experience expressing ideas effectively and clearly in written and verbal communication with offenders, the public, peers, supervisors, legislators, the judiciary, and other stakeholders
  • Bachelor’s degree from an appropriately accredited institution and four years of experience in corrections, plus an additional three years of experience in corrections management; or an equivalent combination of education and experience
  • Position is certified through the NC Dept. of Justice - Criminal Justice Standards Division; applicants must be eligible for certification

Responsibilities

  • Provide leadership, management and direction to senior level staff and input in the development and design of new and innovative programs
  • Identify areas of improvement and establish methods to implement and measure efficient improvement strategies
  • Review goals and work progress with management team and approve interim supervision/ action plans
  • Review and approve non routine disciplinary actions to ensure management consistency
  • Make site visits to the judicial districts and field probation offices, and participates in stakeholder meetings to ensure the agency’s mission is being promoted and upheld
  • Ensure proper balance of caseloads by strategically placing positions within the appropriate geographical location
  • Review reports and internal audits and provide feedback to appropriate persons
  • Review minutes from district office meetings and use data to assist in identifying and executing required operational suggestions/changes
  • Set and review work standards when considering requests for policy modifications/exceptions related to interim supervision plans, SOPs, and local practices
