About The Position

The Lead DCS Operator reports to the Operations Supervisor and is the focal point, on a shift basis, for the operating activities from the control room as it relates to the safe and effective operation of the Port Arthur LNG Facility. The Lead DCS Operator is responsible for working with all facility operations personnel, Supervisors, Managers and Directors within the Operations & Maintenance departments to operate and optimize the Port Arthur LNG facility. The Lead DCS Operator works with a shift team of DCS Board operators at the PALNG liquefied natural gas (LNG) site to deliver safe, reliable, and efficient operations. The Lead DCS Operator position requires participation in Simultaneous operations (SIMOP) reviews and work activities task-based risk assessments. The Lead DCS Operator ensures that the plant operates within the safe operating envelopes, ensuring proper transfer of ownership of equipment between Operations and Maintenance, and determining and prioritizing maintenance requirements and write associated work orders. Always promotes safety and environmental compliance by ensuring that all safety and environmental policies and procedures are developed and enforced. Communicates and interacts with all the plant departments, plus consult with external resources to resolve plant problems, and improve plant reliability and safety. Assist with the development, review and updates to the site Operating Manuals and procedures. A major function includes the training, development, and evaluation of DCS Board Operators. This position will be in Port Arthur, Texas and is a shift-based position requiring nonstandard working hours for the operations team to provide 24/7 coverage. Transportation Worker Identification Credentials (TWIC) is required. Including the Operations Training Simulator, shift handover, car seal registers, PTW and control of work systems.

Requirements

8+ years of Petrochemical, Refining, or Oil & Gas / LNG Operations Experience.
Minimum (5) five years DCS experience in a position of responsibility and expertise in an operating LNG Liquefaction facility.
Strong ability to implement best practices for operations.
Strong leadership abilities to build positive team environment, manage and influence team performance including mentoring.
Knowledge of operating site safety, environmental, and emergency response programs.
Analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions.
Ability to apply strong written and oral communication skills while presenting and participating in fruitful discussions with internal stakeholders.
Ability to understand the complexities and risk associated with an operating LNG facility and make necessary strategic decisions to operate the facility safely and reliably.
Knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel, PPT, Visio to convey information with clarity through presentations and reports.
Understanding of maintenance work process and permitting systems.
Demonstrates managing and mitigating skills, related to operational risks.
Strong working knowledge and understanding of how to read and interpret P&IDs.
Ability to manage multiple and complex issues and work independently.
Understanding of competency development programs and supporting tools and practices.
Strong working knowledge of permit to work and safe isolation practices.
Ability to lead and develop people in a way that inspires trust and loyalty.

Responsibilities

Perform field observations, JSA reviews, toolbox meetings, field self-verifications, and competency field assessments.
Interface with maintenance if require, to participate in permit and scheduling meetings.
Ensure that the DCS operations team is performing effectively by reviewing KPIs and monitoring systems and ensuring the facility is always optimized.
Develops, update, and maintain Operating plans, procedures, manuals, and programs.
Operates the DCS control panel to monitor and operate the facility and provide operating data that supports daily gas balance and distribute information.
Performs routine operations on terminal equipment such as inspection, start-up, shutdown, on his/her shift; Performs all work in accordance with sound safety practices and using appropriate safety devices and equipment.
Controls the process within the operating envelope and according to established procedures to ensure maximum reliability for LNG production plan and product specifications are met and actively monitors the process throughout the shift to ensure consistent reliable operations.
Performs all work in compliance with all company Environmental and Safety policies, understanding operating and permit limits to ensure regulatory compliance while maintaining maximum reliability and efficiency. Reports safety and environmental concerns, problems, and incidents to appropriate shift team members.
Troubleshoots process problems and deviations from normal operations. Reacts to process upsets and emergencies according to procedure.
Incumbent base on experience fills the shift supervisor position during his absence; Share on-call duties/responsibilities. Must be able to work scheduled and unscheduled overtime. Occasionally may be required to perform portions of work activities of a DCS operator or Field Operator duties as needed.
Assist with the pre-commissioning, commissioning, startup, and initial operation of the Port Arthur LNG Facility. This will include being a vital member of the integrated commissioning / start-up team(s) with the EPC contractor.
Keeps skills and knowledge current and completes required refresher training to maintain and elevate the level of process understanding.
Participate in the Operations training program. A key aspect of this program will be to function as a mentor to DCS Board Operators by providing the DCS Operators with meaningful job assignments, on the job training, and progress monitoring.
Provide technical support to problem solving activities during the shift and ensure reliability issues are identified and effectively communicated to the appropriate departments.
Participates in Operating Procedure and Manual development process.
The Lead DCS Operator may be required, in emergency situations to report to work during unscheduled time; Participates in the Emergency Response Actions on his/her shift in an emergency event. Maybe required to assume the duties of the Control Room Supervisor on his/her shift in an emergency event; and for incidents that does not require activation or notification of outside agencies/authorities.
Rotates in the day-to-day operation activities; fill other shift vacancies as needed; may fill in for the shift supervisor when vacant.
Able to work with a culturally diverse group of technical individuals whose skills cover the range required to operate and maintain the operations of the Port Arthur Liquefaction facility.
Possess the ability to relate to and to establish a mutually respectful relationship with management, peers and the various facility level workers who are all responsible for ensuring operational excellence.
Organized, planning skills, able to manage multiple activities and programs in timely fashion and with a high degree of accuracy, able to meet work deadlines.
