About The Position

The Virginia Department of Motor Vehicles (DMV) is seeking an experienced Lead Grants Accounting & Financial Analyst for the Grants Management Office. This is an advanced professional level position responsible for work in the planning, development, and implementation of financial management policies, the Federal and State year operating and closeout plans, including issues assessment and strategic goal setting and monitoring of the agency’s grant financial management activities, including tracking and monitoring of grant award funds, expenditures and reimbursements. The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Requirements

  • Considerable knowledge of generally accepted accounting principles and governmental accounting policies, procedures and practices and Federal and State grants financial management
  • Considerable knowledge of research and evaluation techniques as well as policy and financial analysis
  • Working knowledge of automated financial systems such as Oracle General Ledger and Payables, Commonwealth of Virginia Cardinal system or other PeopleSoft application systems
  • Proficient with Microsoft Office applications to include knowledge/demonstrated experience with advanced Excel features (e.g., macros, pivot tables, etc.) to develop spreadsheets, manage financial data and produce reports
  • Demonstrated ability to conduct and document quantitative analysis of budget, program, policy, or fiscal issues, and reconcile reports and statements
  • Demonstrated ability to accurately calculate, balance and reconcile entries and accounts
  • Demonstrated ability to apply knowledge of financial, accounting, and auditing functions

Responsibilities

  • Advanced level analyses and evaluations addressing agency financial and policy issues, as well as technical and complex analyses of agency resources, budgets and expenditures.
  • Providing direct guidance and technical assistance to all staff administering federal and other grants including the review and approval of federal drawdowns and assisting with the review and preparation of the Agency Risk Management Internal Control System (ARMICS) documents.
  • Preparing information that supports the agency in meeting the Schedule of Expenditures of Federal Awards (SEFA) requirements.
  • Providing support to the Director and Deputy Director of Grants Management.
