About The Position

L3Harris Space and Mission Systems (SMS) is seeking a Cost Engineer to join the Cost Engineering and Analytics Department (CEAD; within the Systems Engineering organization) and develop parametric cost modeling product lines to enable parametric bidding in our various business units. CEAD’s mission is to provide robust, efficient cost engineering and analytics to key decision makers throughout the opportunity and program life-cycle. CEAD’s vision is to become a world class, centralized cost engineering and analytics organization supporting L3Harris SMS growth to become a top tier Prime exemplified by fully collaborative and cross-segment alignment with respect to parametric cost estimating. As a member of the CEAD Product Line Development Team, you will have the responsibility to interface with a defined business area, understand their product, and work within our parametric modeling framework to deliver a traceable and reliable process for future parametric bids. This position is on-site and may be based at any L3Harris location listed in the Job Location field of this Requisition. Occasional travel is required.

Requirements

  • Bachelor’s Degree (preferably in Engineering or related field) and minimum 9 years, or a Graduate Degree and a minimum of 7 years, of prior relevant experience in process management, training and cost estimating. In lieu of a degree, a minimum of 13 years of prior related experience in process management, training and cost estimating.
  • Ability to obtain a Secret security clearance
  • Experience working with security and compliance regulations
  • Professional experience with Unison (formerly PRICE Systems) TruePlanning® cost estimating software

Nice To Haves

  • Active security clearance is highly preferred
  • Strong project/capture management skills
  • Proposal cost volume preparation experience
  • MILSTD-881 WBS Descriptions and product-based estimating experience
  • Experience developing defense industry products with similar programmatic and technical characteristics as SMS offerings, especially military displays, electronic warfare, or ground application software development.
  • Ability to provide/accept constructive feedback to/from peers
  • Excellent communication and interpersonal skills
  • Strong analytical and problem-solving skills
  • Data analytics including use of PowerBI, Excel with PowerQuery, Tableau, or equivalent
  • Desire to train and mentor others
  • Passion for organizing ambiguity, self-motivated, self-starter

Responsibilities

  • Support meetings with prescribed business areas or divisions to understand the products they generate and translate that architecture to the TruePlanning® (parametric modeling software tool) architecture.
  • Collect and normalize cost-driving parameters within that product area.
  • Map the TruePlanning architecture into a standard WBS.
  • Support establishment of a common framework and procedure for modeling and estimating work in this product area. Document and release this framework in L3Harris command media.
  • Analyze common modeling practices across functional organizations and document processes for standardizing the modeling practice across multiple product lines.
  • Interface with functional organizations to understand cost drivers and work to reflect their functional practices into product lines.
