About The Position

As the Limited Duration Early Learning Inclusion Coordinator with the Preschool & Early Learning Division in the Department of County Human Services (DCHS), you will help to build and coordinate a new Preschool for All inclusion program in accordance with the American with Disabilities Act and other relevant federal, state and local laws and regulations. You will develop and implement training, consultation, and technical assistance to Preschool for All sites, in collaboration with families, preschool providers, Multnomah Early Childhood Program, early childhood mental health providers, and Child Care Resource & Referral. You will intentionally embed racial equity and trauma-informed practices in the planning and implementation of the inclusion program.

Requirements

• Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values
• Bachelor’s degree or equivalent practical experience
• Three years of direct service in early education
• One year experience supporting adult professional development
• Must pass a criminal background check
• Valid driver’s license
• Ability to speak, read and write fluently in Spanish as well as English.
• Must have thorough knowledge of and/or extensive experience with the Latinx community, demonstrated by knowledge of the traditions, values and customs of the community being served.
• Advanced knowledge of best practices in early childhood education and preschool quality, including instructional and inclusion practices
• Advanced knowledge of early childhood education settings, systems, and structures, including early childhood intervention
• Advanced ability to identify and address personal biases.
• Advanced knowledge and skill in advancing racial justice, understanding how systems of oppression intersect, and applying an equity lens in policy and programming processes.

• Advanced knowledge and understanding of the issues surrounding equity, inclusion, implicit bias, institutional racism, and other forms of systemic oppression
• Knowledge and understanding of cultures, customs and social experiences of communities experiencing marginalization and barriers to opportunity, especially for Black and Indigenous child care providers and families, and Families and Providers of Color
• Experience using knowledge and understanding of institutional racism and systemic oppression to support families and children
• Experience implementing inclusive practices in early education settings to support children with disabilities and developmental delays, children who have experienced trauma, and children who are exhibiting behaviors that teachers experience as challenging
• Experience working closely with or for Early Childhood Special Education and/or Early Childhood Mental Health organizations
• Advanced knowledge of early childhood systems, early care and education, and preschool quality
• Experience leading adult professional development
• Knowledge and understanding of trauma-informed practices that actively resist retraumatization of individuals and communities
• Comfort with change

Responsibilities

• Develop and implement training, consultation, and technical assistance to child care providers and coaches at Child Care Resource & Referral to support the retention of children with disabilities and developmental delays, children who have experienced trauma, and children who are exhibiting behaviors that teachers experience as challenging. This work will frequently be done onsite at preschool programs, which include family child care, schools, and child care centers.
• Utilize expertise in early childhood special education and/or early childhood mental health, trauma-informed practices, and culturally relevant strategies to make recommendations for services, accommodations, or changes in the environment
• Coordinate multiple service providers, communicate with families, and provide ongoing support for the most challenging situations to ensure successful placements and ongoing retention of children in partnership with the Preschool for All coach
• Support the development and ongoing coordination of workflows and communication procedures between early childhood special education,early childhood mental health, Child Care Resource & Referral, preschool providers, and families
• Develop, implement and maintain quality management plan and systems for inclusion support program, based on the needs and feedback of preschool families and providers, racial equity, and trauma-informed practices
• Develop training manuals, system-wide training plan, and other needed documents regarding procedures, regulations, and services available to support inclusion and retention of preschoolers
• Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure program compliance
• Develop informational resources and materials and lead trainings for preschool providers, educators, coaches and community partners
