Manager Design Project Management Job Function Design Project Management Provides transmission and distribution project management expertise related to construction designs and customer connections. Serves as the primary liaison from first contact through final project closeout. Requirements

  • Bachelor’s degree in engineering technology, project management, design or a related field, or equivalent experience.
  • Eight or more years of experience in transmission and distribution design or a related field preferred.
  • Advanced knowledge of PGE tariffs, rules, policies and practices.
  • Advanced knowledge of line department operations and design.
  • Advanced knowledge of PGE transmission and distribution systems, rules, regulations and electrical service codes (e.g., NEC, NESC).
  • Advanced knowledge of PUC and FCC regulations pertaining to pole standards.
  • Advanced knowledge of Line Design policies and procedures.
  • Advanced knowledge of overhead, underground, transmission and construction principles.
  • Advanced knowledge of corporate software tools used in the Design and Engineering Department.
  • Advanced knowledge of project management concepts used in planning and executing projects.

Responsibilities

  • Staff Management Manages a team of design project managers, designers and/or design technicians responsible for providing electrical distribution and transmission designs for line crews installing electrical services. Provides technical leadership and ensures objectives are met and all applicable standards and procedures are followed. Identifies and resolves operational issues. Ensures operational procedures and working practices remain current and effective.
  • Design Project Management Oversight Oversees design project management activities including engineering, inspection, construction and cost control. Ensures production of timely, effective, reliable and workable construction designs and customer connections. Ensures design packages are technically sound, adhere to tariffs, provide cost savings and meet safety requirements for both customers and PGE. Ensures consistent application of PGE work practices, standards and rules. Monitors and improves internal procedures and processes by partnering with other PGE functional organizations to meet asset management objectives and customer needs. Ensures contract projects are completed on time and within agreed terms and conditions. Develops and manages operating budgets, team goals and scorecards to measure results.
  • Strategy Planning and Implementation Develops and implements policies and strategic plans for pole management services, including joint use with other electric utilities, telecommunications companies, wireless communications businesses and municipalities. Analyzes complex utility issues, emerging trends and risks. Develops strategies to minimize risk, advance PGE objectives and strengthen relationships with municipalities.
  • Customer Care Manages customer expectations, obligations and tariff requirements. Builds customer relationships through job site visits and ongoing communication. Resolves questions and issues related to design projects. Uses professional relationships to expedite the flow of customer information and improve overall satisfaction. Ensures design project managers demonstrate expertise, initiative and strong customer responsiveness.
  • Internal and External Relations Provides expert consulting in specialty areas to management and other departments. Collaborates with departmental managers to address design issues and review potential tariff or rule interpretation changes. Coordinates application of work practices across departments. Represents PGE with government agencies, local associations and industry groups.
  • Safety Ensures project planning, work practices and processes prioritize the safety of PGE, contractor and customer personnel.
  • Storm Response Provides leadership and coordination during storm restoration efforts as assigned. Works with area line managers, Dispatch and their respective staffs to respond effectively during outage events.
  • Financial Management Monitors and manages expenditures to ensure financial targets are met. Reviews budget variances and assists in establishing effective financial controls and decision-making processes.
  • Resourcing Oversees staffing and workforce planning decisions for the team. Partners with Human Resources in job definition, recruitment, evaluation and selection processes.
  • Professional Development Assesses organizational development needs and identifies training strategies. Guides creation of employee development plans. Provides coaching, mentoring and ongoing feedback. Conducts annual performance management reviews.
